You're not happy with your bank. You don't like the service. You're fed up with the fees. Will you pull your money and move to another financial institution? It isn't easy.?
In a new report, Consumers Union (the advocacy arm of Consumer Reports) says customers face a series of obstacles that can make it a hassle to change banks.?
"It's become harder and harder to move your money," says Suzanne Martindale, staff attorney for Consumers union.?
There may be a fee to close the account. And it can be a pain to switch direct deposit and automatic bill pay transactions. These automated services are a convenience that customers like, but they do make it harder to leave. The bank won't help you do it and it could take several weeks to make the transition.?
Consumers Union went on the websites of the top 10 banks and found that they don?t make it clear on how you?re supposed to close an account. In many cases, secret shoppers who contacted the banks got conflicting advice from different representative from the same bank.?
HSBC, PNC, and US Bank charge customers a $25 fee to close an account that has been open for fewer than 180 days, while BB&T and Citi charge a $25 fee if the account is closed within 90 days.
"It's really unfortunate that some people, even very conscientious consumers just feel like it's too much of a hassle," Martindale tells me. "When you can't really exercise the choice that you have in the marketplace, when it's too much of a pain to switch banks, then where is the incentive for the big banks to keep prices competitive or offer the kind of services you want?"?
Consumers Union would like Congress and the new Consumer Financial Protection Bureau to consider a number of policy changes to give bank customers more choice and improve bank competition:??
?We agree that consumers have a wealth of choices and should choose the best bank for their needs," said John Hall, senior vice president, American Bankers Association.?"If you don?t feel like you have the right account, shop your own bank first.? People?s needs change, and your bank may have introduced new products that better fit your needs.? If you still want to make a change, most banks offer ?switch kits? to make it as easy as possible.?
The bottom line: It may time a little time and cost you a few dollars, but it you don't like your bank -- vote with your feet and find a new financial institution.?

In a rare interview, Prince William gave ABC News the clearest sign yet that he and his wife Kate Middleton are planning to try for a baby soon.
In an interview to mark his grandmother’s diamond jubilee - 60 years on the throne - the future king said starting a family is a top priority.
Discussing his military plans, Prince William, who will himself turn 30 next month (Kate Middleton turned 30 this winter), told Katie Couric:
"More importantly, I’d rather like to have children. That’s the key thing really."
"But I’m just very keen to have a family and both Catherine and I, you know, are very much looking forward to having a family in the future."

KATMANDU, Nepal (AP) ? Nepal sank into political turmoil Monday after lawmakers failed to agree on a new constitution, leaving the country with no legal government. The premier called new elections, but critics said he lacked the power to do so.
Security forces went on high alert and riot police patrolled the streets after several political parties called for rallies to demand the resignation of Prime Minister Baburam Bhattarai and protest his unilateral decision to call elections for November. Only a few peaceful protests were reported.
"The country has plunged into a serious crisis," said Ram Sharan Mahat, a senior leader of the country's second-largest party, the Nepali Congress, who said that six months would not be enough time to prepare for new polling.
"This government has no legitimate grounds to continue," he said.
The squabbling political parties in Nepal's Constituent Assembly had failed to agree on a new blueprint for the Himalayan nation by their own deadline of midnight Sunday, despite repeated extensions of the due date over the past four years.
A key sticking point was whether the country's states should be drawn to give regional power bases to ethnic minorities.
Writing the new constitution was supposed to cap an interim period aimed at solidifying details of Nepal's democracy after the country turned the page on centuries of royal rule and resolved a decade-long Maoist insurgency by bringing the former combatants into the political mainstream.
Bhattarai, from the party of the former Maoists, said the previous constitutional assembly, elected four years ago, had failed and must be dissolved, and that he would head a caretaker government until the Nov. 22 elections.
"We have no other option but to go back to the people and elect a new assembly to write the constitution," Bhattarai said in his announcement.
However, his plan immediately drew criticism from legal experts, who said any plans for new polling should be made in consultation with the country's other political parties.
"It was politically, legally and morally incorrect of the prime minister to announce fresh elections," said constitutional and legal expert Bhimarjun Acharya.
Police spokesman Binod Singh said thousands of police officers had been deployed in the capital, Katmandu, and major cities across the country to stop any violence in the coming days.
At a rally Monday in Katmandu, small groups of college students burnt effigies of Bhattarai and demanded his resignation. Police quickly put out the flames.
Separately, a group supporting the abolished monarchy also demanded the prime minister's resignation, blaming him for the country's political crisis. Police allowed the demonstrators to march through the center of Katmandu.
On Sunday, police had clashed briefly with protesters outside the Constituent Assembly, where political leaders from the country's four main parties had been meeting in a last-minute attempt to agree on a new constitution before the deadline.
Much of the debate was over whether to draw state boundaries in a way to boost the political power of the country's ethnic minorities.
Nepal's minority ethnic groups and low-caste communities were overshadowed for centuries by the country's elite. In the past couple of years, as Nepal has struggled to create a new government, those divisions have given rise to caste- and ethnic-based politicians, who insist their long-marginalized communities deserve to live in states that maximize their influence.
Thousands of protesters opposed to states drawn along ethnic and caste lines tried to push through a riot police blockade. Police pushed back and a scuffle ensued, with protesters throwing stones and police responding with tear gas and batons. Three policemen and several protesters were injured.
On the other side of the assembly hall, thousands of people demonstrated in support of states based on ethnicity. A thick police line kept the opposing groups apart.
The Constituent Assembly was elected to a two-year term in 2008 to draft a new constitution but has been unable to finish the task. Its tenure has been extended four times, but the Supreme Court rejected any further extensions.
The assembly's formation came two years after pro-democracy protests forced Nepal's king to give up authoritarian rule and restore democracy in the country. One of the assembly's first decisions was to abolish the centuries-old monarchy and convert Nepal into a republic.
The political parties have been able to resolve some other thorny differences in the past, including the future of thousands of Maoist rebel fighters who were confined to camps after giving up their armed revolt in 2006. However, they have not been able to agree on the ethnic issue.

MIRANDOLA, Italy (AP) ? A powerful earthquake has killed at least 15 people and left 200 injured as it rocked a swath of northern Italy. Factories, warehouses and churches collapsed, dealing another blow to a region where thousands are still homeless from a stronger temblor just nine days ago.
The 5.8 magnitude quake drove thousands more from their homes in the Emilia Romagna region north of Bologna, one of Italy's most agriculturally and industrially productive areas.
A senior Italian official said at least seven people were missing and the number of homeless in the region has swelled to 14,000 people.

VATICAN CITY (AP) ? The biggest scandal to rock the Vatican in decades widened Monday with the pope's butler, arrested for allegedly having confidential documents in his home, agreeing to cooperate with investigators ? raising the specter that higher-ranking ecclesial heads may soon roll.
Few believe butler Paolo Gabriele worked alone to leak dozens of documents shedding light on power struggles, corruption and intrigue inside the highest levels of the Catholic Church. The leaks have tormented the Vatican for months and painted a picture of a church hierarchy in utter disarray.
Gabriele, the pope's personal butler since 2006, was arrested Wednesday evening after Holy See documents were found inside his Vatican City apartment, adding an unfathomable Hollywood twist to the already sordid Vatileaks scandal. He remains in custody in a Vatican detention facility, accused of theft, and has met with his wife and lawyers.
Gabriele's lawyer, Carlo Fusco, said Monday that his client was "very serene and calm," despite the whirlwind of speculation surrounding his arrest. He said Gabriele himself had told the Vatican judge investigating the case that he would "respond to all the questions and will collaborate with investigators to ascertain the truth."
Italian media reported Monday that a cardinal is suspected of playing a major role in the scandal. However, the Vatican spokesman, the Rev. Federico Lombardi, denied the reports categorically. He said many Vatican officials were being questioned but insisted "there is no cardinal under suspicion."
But Lombardi acknowledged that the investigation continues.
And on Monday, the Italian daily La Repubblica published a rambling interview with what it described as another Vatican "mole," someone who described the various agendas at play behind the leaks.
The unnamed leaker said the aim was to show how weak Pope Benedict XVI is, the fears of his secretary of state, and to make clear that the "fundamental role of the church is to defend the Gospel, not accumulate power and money."
Lombardi dismissed as "pure fantasy" such a rash of unsourced reports about the investigation in the Italian media, which have been on a frenzy ever since reports of Gabriele's detention emerged Friday.
Gabriele, a 46-year-old father of three, was always considered extremely loyal to Benedict and his predecessor, John Paul II, for whom he briefly served. Vatican insiders have said they were baffled by his alleged involvement, and Lombardi said Monday that the entire scandal has caused pain throughout the Vatican.
Benedict, who in March appointed a commission of cardinals to investigate the leaks, was being kept informed of developments and is "aware of the delicate situation that the Roman curia is going through," Lombardi said.
He acknowledged the "negative image" of the Vatican that was emerging from the scandal but said the developments made it ever more important to "reestablish a climate of clarity, truth, transparency and trust as soon as possible."
The Vatileaks scandal broke in January when Italian journalist Gianluigi Nuzzi broadcast letters from the former No. 2 Vatican administrator to the pope in which he begged not to be transferred for having exposed alleged corruption that cost the Holy See millions of euros in higher contract prices. The prelate, Monsignor Carlo Maria Vigano, is now the Vatican's U.S. ambassador.
The scandal widened over the following months with documents leaked to Italian journalists that laid bare power struggles inside the Vatican over its efforts to show greater financial transparency and comply with international norms to fight money laundering. There was even a leak of a memo claiming that Benedict would die this year.
The scandal reached a peak last weekend, when Nuzzi published an entire book based on a trove of new documentation, including personal correspondence to and from the pope and his private secretary, much of which paints Benedict's No. 2, Cardinal Tarcisio Bertone, in a negative light.
Vito Mancuso, an Italian theologian, told reporters at a press launch of the book "His Holiness" that the documents, many of which point to Bertone's involvement in scandals that have afflicted the papacy, all appeared aimed at providing evidence for why he should resign.
"Looking at the documents in succession, it seems like you're seeing a series of bullets aimed at hitting Bertone," Mancuso said.
Bertone, 77, was Benedict's loyal No. 2 at the Congregation for the Doctrine of the Faith before being named secretary of state. With no diplomatic or broad administrative experience coming into the job, he has earned not a few critics inside the Vatican bureaucracy.
The Vatican probe into the leaks is actually working on several tracks: Vatican magistrates are pursuing the criminal investigation, and Gabriele was arrested as part of that. The Vatican secretariat of state is pursuing an administrative probe. And the three cardinals appointed by Benedict are acting in a sort of supervisory role, looking beyond the narrow criminal scope of the leaks to interview broadly across the Vatican bureaucracy, Lombardi said.
They report directly to the pope and can both share information with Vatican prosecutors and receive information from them, Lombardi said.
The group is headed by Cardinal Julian Herranz, an Opus Dei prelate who headed the Vatican's legal office as well as the disciplinary commission of the Vatican bureaucracy before retiring.
Gabriele's arrest occurred almost simultaneously with another stunning development inside the secretive walls of the Vatican: the ouster of Benedict's hand-picked president of the Vatican bank, Ettore Gotti Tedeschi, himself close to Opus. The bank's board took a vote of no-confidence last week to oust him for failing to do his job.
Bank board member Carl Anderson told The Associated Press that the ouster had no political undertones and that the board wasn't taking cues from Bertone. He said it was purely a business decision since Gotti Tedeschi had become an obstacle to the bank's efforts to be more transparent in its financial dealings. Gotti Tedeschi hasn't responded to the accusations.
The chaos of the scandal came amid new developments in one of the Vatican's most enduring mysteries, the case of Emanuela Orlandi, the 15-year-old daughter of a Vatican employee who disappeared in 1983 while on her way to a music lesson in Rome.
On Sunday, Orlandi's brother led a march to the Vatican in hope that Benedict would offer them a prayer following the unearthing of the tomb of a mobster alleged to have kidnapped her. The crypt, inside an Opus Dei church in Rome, yielded hundreds of old bone fragments that are being examined for a trace of the girl.

The upcoming election showdown between Islamist Muslim Brotherhood stalwart Mohammed Morsi (L) and former Mubarak-era minister and military loyalist Ahmed Shafiq has been described as a "worst-case scenario" by analysts across the political spectrum. Is that a correct assessment?

CAIRO -- Former Mubarak-era minister and military loyalist Ahmed Shafiq and Islamist candidate and Muslim Brotherhood stalwart Mohammed Morsi will run against each other in Egypt?s upcoming presidential run-off election, officials announced on Monday.
Out of a field of five serious contenders who ranged from moderates to Islamists to secularists, the showdown between these two has already been described as a ?worst-case scenario? by analysts across the political spectrum.
Some analysts are already calling for voters to boycott the run-off elections scheduled for the middle of June, the argument being that by withholding their vote Egyptians can delegitimize the process that led to this outcome. Also, the argument goes, by boycotting the vote a citizen can deny the winning candidate a strong mandate to govern.
Other commentators are simply reducing the run-off vote to a choice between security, which is Shafiq?s mantra, and the imposition of Islamic law, Morsi?s pledge. ?
So is Egypt facing a depressing return to the Mubarak-era or a drastic plunge into the sharia law-era?
Not necessarily either of these scenarios.?
The results of the election, and the upcoming run-off, can be interpreted much less pessimistically.? Instead of the bleak assessments being peddled now, Egypt may instead be entering an era where compromise, coalition-building and power-sharing are part of the political lexicon.
Runoff could take Egypt's voters on one of two very different paths
There are a few facts that need to be considered when analyzing the recent vote.
Fact one: The majority of voters who went to the polls did not want Morsi or Shafiq to be president. The figures indicate Morsi garnered 24.4 percent and?Shafiq?23.3 percent. The rest of the candidates split the remaining 52.3 percent of the vote.
Simply put, more people wanted someone else to be president than they wanted either one of these two candidates.
Fact two: By garnering almost as many votes as the Muslim Brotherhood's candidate, Shafiq and the grassroots organization he built and mobilized over a few months has become a major cause of concern for the long-standing political force.?
Egypt's next president to be an Islamist or Mubarak's former premier?
Fact three: A majority of Egyptians have grown weary of Islamist politicians in an very short period of time. ?In fact, the majority voted for either staunchly secular candidates, Shafiq, Amr Moussa and Hamdeen Sabahi, or Aboul Fotoh, a moderate Islamist who promised not to mix religion and politics and also enjoyed the support of idealist secular youth.
In essence, this election has proved that while the Muslim Brotherhood may be the dominant force on Egypt?s streets, that doesn?t mean they are the most popular political force.
Voters lined up in Cairo to choose from five leading candidates: a socialist, two Islamists, and two with ties to former President Hosni Mubarak. NBC's Richard Engel reports.
While they are still considered the best-organized and funded political organization in Egypt, the recent results probably rattled the Muslim Brotherhood?s cage while helping them understand that they need coalitions too. In other words, the election results prove that there are forces capable of competing against the Muslim Brotherhood.
For 16 months, a debate has raged over the country?s political future.? Should it be a presidential or parliamentary system? Should it be an Islamist state? Secular? Capitalist? Socialist? The candidates tried to define themselves assuming these were the metrics the voters used.
But the results of the first round of voting showed that Egyptians en masse have yet to answer a central question about the country?s future: Do they accept change and the uncertainty and chaos it brings, or will they choose stability and the stagnation it breeds?
For the past year and four months, everything that has unfolded in this country can be seen through this prism ? a choice between change or stability.
Egypt's next president to be an Islamist or Mubarak's former premier?
From deadly street protests, to military trials, to parliamentary elections -- every time Egypt?s revolutionary movements have tried to shove the country towards radical change, forces just as eager to slow the pace of change have pushed it back from the edge.
NBC's Richard Engel spoke with former President Jimmy Carter to talk about Egypt's elections and the country's future. The Carter Center has been in Egypt monitoring the presidential elections.
So, as people call for change, just as many have overcome their apathy and said "not so fast."
When the change appears to lean in favor of the more powerful Islamist parties, it becomes more palpable for many to slow change down.
And with around 48 percent of voters now behind Morsi or Shafiq, 52 percent are now up for grabs. So what is clear is that for Morsi or Shafiq to win the presidency, they will have to win the hearts and minds of the remaining voters. ?
Now the questions is ? what can the two candidates do to secure this group?s support?
In Egypt's elections, politics is a new family affair
For Morsi, the Muslim Brotherhood candidate, the message from the electorate is clear: The Brotherhood is beatable, Egyptians are tired of the Islamists? meteoric power grab, and want to see the MB reach across the political divide and move to the center. ?Morsi?s Islamist base of support is not enough to win the elections so he must moderate his party?s policies to win the support of cautious and skeptical revolutionaries, many of whom are liberal and likely secular, but nonetheless pro-revolutionary and pro-change.
In contrast, Mubarak?s last prime minister Shafiq,?has tapped into a core of the population who wants stability and is more afraid of Islamist politicians than of a return to Mubarak-era policies and practices.
And Shafiq can?t win the Presidency without recognizing that the new balance of power depends on the young, who are overwhelmingly pro-revolutionary, either as Islamists or secularists.

Shafiq played the fear of uncertainty card well in the first round, but he will have to show voters that he can deliver reforms, change and democracy as well as security and stability. In other words, Shafiq?s core of staunchly secularist and anti-change, pro-stability loyalists are not enough to win the final round of elections.
So the core supporters of these two camps are not enough to win them either an all-out majority, which leaves a central question: Which candidate can overcome his shortcomings better?
Will Shafiq show undecided voters that he will bring reforms, security and democracy? Can Morsi convince voters that the Muslim Brotherhood will commit to a civil secular pluralistic state?
The candidates will have a month to sell themselves to the voters -- and the voters will have a month to decide just how they envision Egypt?s revolution playing out.

AUSTIN, Texas ? Oregon sophomore Mike Berry broke his own school record in the 400 meters, and he was one of 13 Ducks to qualify for the national championships during the NCAA West Regional meet on Friday.
After a solid opening 200 meters, Berry picked it up as he hit the final turn and cleared the entire field heading on to the back stretch. He maintained his speed over the last 50 meters to run the fastest time in the NCAA this season ? 44.86 seconds.
The sophomore from Seattle had set the school record last year at the Pac-12 championships with a time of 44.91.
?I just wanted to get back in race form and run my race and go hard the last 150 meters,? Berry said. ?I wasn?t trying to break a record today, but I?ll take it and can hopefully build on it.?
In the women?s 400 quarterfinals, the Ducks? Phyllis Francis charged hard over the last 50 meters to win her heat in a season-best 52.36 and move on to the NCAA Championships next week. Chizoba Okodogbe was fourth in that heat in a season-best 53.03 and advanced on time. Devin Gosberry was sixth in her heat in a season-best 53.87 but did not advance.
UO sophomore English Gardner flew out of the blocks in the women?s 100 and eased to victory in 11.06 to advance. She had a sizable lead 60 meters into the race before gliding home with the victory.
Also in the 100, senior Lauryn Newson took sixth in her heat in 11.62, and senior Amber Purvis was ninth in her 100 heat in 11.70.
In the men?s 100, freshman Arthur Delaney was fifth in his heat in 10.41, and junior Joeal Hotchkins tied for sixth in his heat in 10.39. Neither runner advanced.
All five Oregon runners did advance from the 800.
Elijah Greer had another commanding performance in the men?s 800 to win his race.
He stayed in the pack through the first lap, before moving around the outside to take the lead with 250 meters to go. No one could cover as the junior from Lake Oswego won in 1:48.38.
Boru Guyota also earned a trip to Iowa with a fifth-place showing in his heat. His time, 1:48.98, was the 12th and final qualifier.
For the women, the Ducks had a runner-up finish in the first heat by Laura Roesler and a 2-3 finish from Anne Kesselring and Claudia Francis in the second heat to advance.
Roesler was in a tight race won by Nachelle Mackie of Brigham Young in 2:02.64. Roesler was next in a season-best 2:04.48.
In the second heat, Kesselring ran a conservative race up front before finishing second in 2:06.42.
Freshman Claudia Francis, meanwhile, had to charge around the curve and then put on a final kick over the last 20 meters to claim the third spot in 2:06.55.
The women wrapped up the night in impressive fashion, advancing Lanie Thompson, Kimber Mattox and Taylor Wallace in the steeplechase.
Thompson ran with the lead pack in heat two the entire race, before breaking to the front over the final water barrier with 150 meters remaining. She held position from there to win in 10:25.15.
Mattox was second in 10:25.15 in her heat.
Wallace, seeded 25th coming into the regional, was one of the bigger surprises of the night, finishing fourth in her heat in 10:20.33.
Lauren Crockett advanced in the women?s high jump with her seventh-place finish.
Johnathan Cabral won his heat of the 110 hurdles in a wind-aided 13.48, and Eric Hersey was third in the same heat in 14.01 to advance.
In the men?s 200 meters, Delaney was third in his heat in 21.03 to advance to the quarterfinals. Hotchkins was sixth in his heat in 21.13 and was the fastest non-qualifier.
In other finals, Laura Bobek was 24th in the women?s discus, and Kortney Ross tied for 20th in the women?s pole vault.

BLOOMINGTON, Ind. (AP) -- Former Indiana coach and player Lou Watson has died at the age of 88.
Scott Funeral Home in Jeffersonville, where Watson will be buried, said he died Thursday in Fairfax, Va.
Watson played for the Hoosiers from 1947-50, becoming its leading scorer at the time, and was first-team All-Big Ten in 1950. He was Indiana's head coach from 1966-71, guiding the Hoosiers to a Big Ten co-championship in 1967, and finishing with a 62-60 record. He became a special assistant to the athletic director in 1971, when Indiana hired Bob Knight as coach.
Watson retired in 1987.

"The facts contained in the report are a small yet illustrative fraction of the United States' dismal record on its own human rights situation," the report said, which was seen as a clear sign of pushback by Beijing for continued US criticism of its human rights record.
According to reporting by CNN, the Chinese cite arrests of protesters participating in the Occupy Wall Street movement in the US and accusations of widespread police brutality.
"The country is lying to itself when referring to itself as the 'land of the free'," it said.
The report accuses the US of having 'fairly strict restrictions' on the Internet, saying the U.S. Patriot Act and Homeland Security Act both have clauses about monitoring the Internet, giving the government or law enforcement organizations power to monitor and block any Internet content "harmful to national security."

China criticized a "woeful" human rights record in the United States on Friday, a day after a U.S. report said Beijing's own record is getting worse, with harsh crackdowns on dissidents.
"The United States' tarnished human rights record has left it in no state -- whether on a moral, political or legal basis -- to act as the world's 'human rights justice,' " China said in an annual report on U.S. human rights.
The report cited the arrests of protesters participating in the Occupy Wall Street movement in the United States. Many protesters, it said, accused police of brutality.
It also said the United States has "fairly strict restrictions" on the Internet, saying the U.S. Patriot Act and Homeland Security Act both have clauses about monitoring the Internet, giving the government or law enforcement organizations power to monitor and block any Internet content "harmful to national security."
"The facts contained in the report are a small yet illustrative fraction of the United States' dismal record on its own human rights situation," China's report said.

Human rights have long been a source of friction between China and the United States, especially since 1989 when the United States and other Western countries imposed sanctions on China after a crackdown on pro-democracy demonstrators.
China rejects criticism of its rights' record, saying providing food, clothing, housing and economic growth are far more relevant for developing countries like it, pointing to its success at lifting millions out of poverty.
Hong said each country could exchange views and lessons on human rights through "dialogue on an equal footing".
"By no means should these issues be used as tools to meddle in the domestic affairs of other countries. We hope that the United States will truly take a long, hard look at itself and put an end to its mistaken ways and thinking."
In what has become China's standard response to the yearly U.S. criticism, the government later issued its annual assessment of the rights situation in the United States, saying U.S. problems meant it had no right to lecture others.
"The United States has turned a blind eye to its own woeful human rights situation and remained silent about it," the government said in the report, issued by the official Xinhua news agency, pointing to issues as diverse as domestic crime and the war in Afghanistan.
"The country is lying to itself when referring to itself as the 'land of the free'," it said.

In today's social-media world, it's hard to imagine: But in 1979, there was no coordinated effort of state or national law enforcement when a child went missing. Etan Patz, who disappeared 33 years ago on May 25, changed the way searches were conducted ever after.
The 6-year-old made national headlines when he disappeared on his way to the school bus, a two-block walk in New York City's Soho neighborhood. Patz's father, a professional photographer, made copies of Etan's picture and distributed them far and wide, raising the profile of the missing-person case.
In 1983, Ronald Reagan declared May 25, the day Etan Patz disappeared, as National Missing Children's Day. But in the 1980s, many kids spent their mornings slurping their cereal while staring at the faces of missing kids on the sides of milk cartons. Etan Patz was in the first group of photos sent out by the National Child Safety Council. The organization got the idea from a local dairy, Anderson Erickson, which had first published a photo of a missing Iowa child on its milk cartons.

That idea, said Gaylord Walker, vice president and board member of the National Child Safety Council (NCSC), was great, but not effective, since "90 times out of 100, the child is going to be removed from the area where they were abducted." He, along with NCSC founder H.R. Wilkinson and researcher Barbara Huggett, hammered out a deal with the five companies that manufacture milk cartons in the U.S. to supply them with the pictures of missing kids that the dairies had the options to use.
In December 1984, the first wave of 55 pictures went out. Etan Patz's picture was in that first group. Walker remembered, "It got off the ground in the month. I've never seen people so willing to help." The dairies gave up valuable advertising space for the public service announcements. Walker added that although the campaign helped to recover some children, more importantly, "It definitely raised awareness about the program."

By 1985, 700 dairies out of 1,800 around the country participated. These days, photos of missing children can be found in USA Today, on Walmart bulletin boards and on TruTV's "In Session"; features of missing children are on every newscast, every day on WABC-TV in New York, and the Lexis Nexis database.
While statistics of missing and recovered children are difficult to come by, the National Center for Missing & Exploited Children estimates that some 800,000 children go missing every year. That breaks down to 2,185 children reported missing each day.
The organization's website asserts that the pictures of the missing do make a difference: These posters reach millions and prompt individuals across the country to call NCMEC's missing children's hotline and provide vital leads and information, many of which lead to the recovery of missing children."
