Protein EWA3 helps disease resist chemotherapy

Ewing's sarcoma is a bone cancer commonly diagnosed in about 250 U.S. teenagers per year. If early chemotherapy is effective, improvement can be durable. But for children and teens who respond poorly to a first attempt at chemotherapy or if the disease spreads, long-term survival can be less than 10 percent.

A University of Colorado Cancer Center study published this week in the journal Molecular Cancer Research shows an important difference that may explain why some respond and some don't: the existence of high levels of the protein EYA3.

"First, levels of EYA3 could be a tool in offering an accurate prognosis and choosing how aggressively to treat Ewing's Sarcoma, and second we hope that by lowering levels of EYA3, we could help increase the effectiveness of existing therapies for Ewing's sarcoma," says Tyler Robin, PhD, first author of the recent paper.

Researchers recently defined the role of EYA3 as a DNA repair molecule and Tyler showed that EYA3 has a similar repair role in Ewing's sarcoma high levels of EYA3 help the tissue survive during and recover after treatment with chemotherapy. Importantly, when Robin knocked down EYA3 in Ewing's sarcoma cells, they became sensitized to chemotherapy.

"The genetic mutation that creates Ewing's sarcoma also leads to high levels of EYA3," says Heide Ford, PhD, investigator at the CU Cancer Center and associate professor in the CU School of Medicine department of ob/gyn, and the paper's senior author.

The mutation Ford refers to and that creates Ewing's sarcoma is the fusion of a gene from chromosome 22 to a gene in chromosome 11. Known as a EWS/FLI translocation, this mutation turns off a cell's ability to make another, intermediate step known as miR-708 a molecule that helps to decide what parts of the genome do and don't get read and manufactured into proteins. In healthy tissue, miR-708 turns off the production of EYA3; in Ewing's sarcoma, miR-708 is down and so EYA3 is up.

"Our next step is to test small molecule inhibitors against EYA3 to determine which inhibitors best sensitize Ewing's sarcomas to chemotherapy," says Ford.

Robin and Ford hope that recognizing EYA3 levels, reducing these levels directly, or intervening in the steps that lead to its over-production will help predict outcomes, make decisions about existing treatments, and eventually lead to new treatments for Ewing's sarcoma.

EU deal for Spain, Italy buoys markets but details sketchy

BRUSSELS (Reuters) - Under pressure to prevent a catastrophic breakup of their single currency, euro zone leaders agreed on Friday to let their rescue fund inject aid directly into stricken banks from next year and intervene on bond markets to support troubled member states.

They also pledged to create a single banking supervisor for euro zone banks based around the European Central Bank in a landmark first step towards a European banking union that could help shore up struggling member Spain.

"It is a first step to break the vicious circle between banks and sovereigns," European Council President Herman Van Rompuy told a final news conference after talks which stretched right through the night.

The deal was widely seen as a political victory for embattled Italian Prime Minister Mario Monti and his Spanish counterpart, Mariano Rajoy, over German Chancellor Angela Merkel, who had brushed aside any need for such emergency measures earlier this week.

ECB President Mario Draghi endorsed the "tangible results", which sent the euro nearly 2 percent higher and sharply cut Spanish and Italian bond yields. European shares rose, led by banking stocks buoyed by the prospect of moves to backstop the financial system.

"I am actually quite pleased with the outcome of the European Council. It showed the long-term commitment to the euro by all member states of the euro area," Draghi told reporters.

Market participants welcomed the outcome as a substantial step to restore confidence in the 17-nation euro zone, which was saluted by a more durable rally than previous summit outcomes.

"It's inching closer to a banking union, and the closer we get to a banking union would put (the EU) well on the road to a fiscal union," said Art Hogan, managing director of Lazard Capital Markets in New York.

Most economists polled by Reuters expect the ECB to cut borrowing costs at its July 5 meeting, which takes place against a darkening economic backdrop. But internal resistance to the central bank reviving its bond-buying program remains high.

After 14 hours of tense talks that ended at 4:30 a.m. (0230 GMT), the 17 leaders agreed on a series of short-term steps to shore up their monetary union and bring down the borrowing costs of Spain and Italy, seen as too big to bail out.

To that end the euro zone's temporary EFSF and permanent ESM rescue funds will be used "in a flexible and efficient manner in order to stabilize markets" to support countries that comply with EU budget policy recommendations, a joint statement said.

It gave few specifics, but euro zone officials said the funds could buy bonds on both the primary and secondary markets on the basis of a memorandum of understanding signed with the requesting state and up to a funding limit to be agreed.

Both Italy and Spain said they did not intend to call on that mechanism to stabilize markets for now, hoping the Brussels agreement will serve as a sufficient deterrent.

Washington said it was encouraged by the progress but White House press secretary Jay Carney told reporters travelling with President Barack Obama that "a lot of details" still needed to be worked out, and the euro zone was likely to need to take further steps in the future.

The International Monetary Fund said the summit had taken "the right steps toward completing monetary union" while ratings agency Fitch said the deal eased near-term pressure on euro zone sovereign ratings.

UNTHINKABLE DECISIONS

In a key concession by EU paymaster Germany, the leaders agreed to waive the ESM's preferred creditor status on lending for Spanish banks, removing a key deterrent to investors buying Spanish government bonds, who feared having to take the first losses in any debt restructuring.

"We have taken decisions that were unthinkable just some months ago," European Commission President Jose Manuel Barroso said.

Despite the concessions by Berlin allowing euro zone rescue funds to be used more flexibly, questions remained about the terms, size and supervision of any future aid for Spain and Italy.

There was also no commitment for now to back up a European bank supervisor with a joint deposit guarantee or a common resolution fund, to avert capital flight and taxpayer losses. However, one EU official said that letting the ESM lend directly to banks once the supervisory body is up and running was a backdoor route to closer fiscal union.

Monti, determined to avoid the political stigma of the bailout terms imposed on Greece, Ireland and Portugal, said countries that complied with EU budget recommendations would not face extra austerity conditions or be subject to intrusive inspections by a "troika" of international lenders.

Eager to avoid the impression that she had blinked first, Merkel said strict conditionality would still apply to the use of rescue funds and countries would face stringent monitoring by the EU Commission and the ECB.

Asked if she had yielded to pressure, she said: "There is clearly pressure from financial markets. Some countries are in a difficult situation. The high interest rates affect the debt but also the real economy. We had an interest in finding solutions."

Merkel reaffirmed her firm opposition to common euro zone bonds.

She later won resounding approval in the lower house of the parliament in Berlin for funding the ESM and for new EU budget rules. A similar vote in the upper house was expected later in the day, though Germany's constitutional court may still object.

The Spanish and Italian leaders had threatened to block a package of measures to promote growth to pressure Merkel to accept measures to ease their borrowing costs, delaying the talks. New French President Francois Hollande backed their calls for bold steps to help the bloc's third and fourth biggest economies, adding to the pressure on Merkel.

Hollande, who had demanded a renegotiation of the fiscal pact to switch Europe's focus from austerity to promoting growth, said he had achieved satisfaction at the summit and would now submit the treaty to parliament for ratification.

While Hollande could claim a step forward in "solidarity", Merkel achieved little immediate progress on her demands for EU authorities to be given the power to override national budgets and economic policies. The issue was kicked down the road to October, when top EU officials led by Van Rompuy will deliver a more detailed report.

CAUTIOUS OPTIMISM

Economists applauded both the short-term measures to steady markets and the longer-term direction, saying that for once, after 20 summits since the crisis began in early 2010, euro zone leaders had exceeded admittedly low expectations.

"I think the ECB being made the banking supervisor is actually the biggest long-term step because it points the way to banking union," said Megan Greene, analyst at Roubini Global Economics, which is often gloomy about the euro zone's future.

"The move to recapitalize banks directly is a big deal and will help to break the ?vicious circle' between banks and sovereigns that has been at the very heart of this crisis," said ABN AMRO economist Nick Kounis, although he added that the euro zone remained "in a muddling-through scenario".

The ESM's ability to inject capital directly into banks will come too late to help Spain recapitalize its debt-laden lenders immediately this year, but it should allow Madrid to remove the cleanup from state books next year, euro zone officials said.

Merkel said finance ministers would have to work out whether the state or the banks would be legally responsible for repayment of the loans thereafter.

Some analysts were more skeptical about the benefits of the deal, given the level of detail left open.

Ireland, which had to take an EU/IMF bailout in 2010 after suffering a similar bank meltdown and property bust to Spain, hailed the decisions as a "game changer", saying it would seek similarly favorable conditions for its own taxpayers.

(AP) ? Islamist Mohammed Morsi promised a "new Egypt" and unwavering support to the powerful military as he took the oath of office Saturday to become the country's first freely elected president, succeeding Hosni Mubarak who was ousted 16 months ago.

In a solemn inauguration ceremony before the Supreme Constitutional Court, Morsi also became the Arab world's first freely elected Islamist president and Egypt's fifth head of state since the overthrow of the monarchy some 60 years ago.

"We aspire to a better tomorrow, a new Egypt and a second republic," Morsi said before the black-robed judges in the court's Nile-side headquarters built to resemble an ancient Egyptian temple.

"Today, the Egyptian people laid the foundation of a new life ? absolute freedom, a genuine democracy and stability," said Morsi, a 60-year-old U.S.-trained engineer from the Muslim Brotherhood, a fundamentalist group that has spent most of the 84 years since its inception as an outlawed organization harshly targeted by successive governments.

He later delivered his inauguration address at a gigantic Cairo University lecture hall packed with several thousands, including many members of the Islamist-dominated parliament dissolved by the military earlier in June.

Morsi repeated his oath of office and lavishly praised the military, which has rushed a series of decrees this month that stripped Morsi of significant powers, gave it legislative power and took control of the process of drafting a permanent constitution. It has also retained its influence on key domestic and foreign policy issues.

"The armed forces are the shield and sword of the nation," he said. "I pledge before God that I will safeguard that institution, soldiers and commanders, raise its prestige and support it with all the powers available to me so it can be stronger."

But Morsi also appeared later in the address to urge the military to hand over all powers to his elected administration.

"The (ruling) Supreme Council of the Armed Forces has honored its promise not to be a substitute for the popular will and the elected institutions will now return to carry out their duties as the glorious Egyptian army returns to being devoted to its mission of defending the nation's borders and security," he said.

Military ruler Field Marshal Hussein Tantawi was in attendance along with other generals from the ruling council. His arrival at the hall was greeted by chants of "the army and the people are one hand." He and Gen. Sami Anan, the powerful chief of staff, wore a blank face throughout Morsi's address, occasionally offering support to Morsi with a polite clap of their hands.

Later at a military ceremony held at a base east of Cairo, Tantawi and Anan saluted Morsi as he arrived and awarded him the "shield of the Armed Forces" ? the Egyptian military's highest honor. Morsi also received a 21-gun salute before he and Tantawi addressed the ceremony.

Morsi used his Cairo University address to send an implicit message of reassurance to Israel, while also pledging support for the "legitimate rights" of the Palestinians.

He said his administration would continue to honor its international treaties ? a thinly veiled reference to the 1979 Egyptian-Israeli peace treaty.

Relations between the two neighbors have become particularly tense since last year's overthrow of Mubarak, who had forged close ties with the Jewish state during his 29-year rule. The rise to power of Egyptian Islamists has been a source of alarm among many Israelis.

Hundreds of soldiers and policemen guarded the Supreme Constitutional Court building as Morsi arrived shortly after 11 a.m. local time (0900 GMT) in a small motorcade to take the oath of office. Only several hundred supporters gathered outside the court to cheer the new president and, in a departure from the presidential pomp of the Mubarak era, traffic was only briefly halted to allow Morsi's motorcade through on the usually busy road linking the city center with its southern suburbs.

In another sign of the change of style, Morsi began his address at Cairo University with an apology to students whose final exams had to be postponed to allow the ceremony to be held at the main campus. He was given an official welcome at the university with a military band playing the national anthem as he stood at attention.

Saturday's swearing-in also marked a personal triumph for Morsi, who was not the Brotherhood's first choice as president and was only thrown into the race when the group's original candidate, chief strategist and financier Khairat el-Shater, was disqualified over a Mubarak-era criminal conviction.

Derided as the Brotherhood's uncharismatic "spare tire," his personal prestige has surged since his victory, and received another boost Friday after he delivered a speech in Tahrir Square in which he tried to present him as a candidate of not just Islamists but of all those who want to complete the work of the 2011 uprising against the authoritarian Mubarak.

"Egypt today is a civil, national, constitutional and modern state," Morsi, wearing a blue business suit and a red tie, told the judges in the wood-paneled chamber where he took the oath of office. "It is a strong nation because of its people and the beliefs of its sons and its institutions."

Morsi took a symbolic oath Friday in Tahrir Square, the birthplace of the uprising that ended Mubarak's authoritarian rule last year, and vowed to reclaim presidential powers stripped from his office by the military council that took over from the ousted leader.

Morsi's speech Friday in Tahrir Square was filled with dramatic populist gestures. The 60-year-old president-elect staked a claim to the legacy of the uprising and voiced his determination to win back the powers stripped from his office by the generals.

Addressing a crowd that repeatedly shouted, "We love you Morsi!" he began his speech by joining them in chanting, "Revolutionaries and free, we will continue the journey." Later he opened his jacket wide to show that he was not wearing a bullet-proof vest.

"Everybody is hearing me now. The government ... the military and the police. ... No power above this power," he told the crowd. "I reaffirm to you I will not give up any of the president's authorities. I can't afford to do this. I don't have that right."

But by agreeing to take the official oath before the court, rather than before parliament as is customary, he bowed to the military's will in an indication that the contest for power will continue.

The generals dissolved the Islamist-packed legislature after the same Supreme Constitutional Court that swore him in Saturday ruled that a third of its members were elected illegally.

The military has also declared itself the legislative power. It gave itself control over the drafting of a new constitution, sidelining Morsi's Muslim Brotherhood, which had sought to influence the process by packing the drafting panel with Islamists.

The generals also created a National Security Council to formulate key domestic and foreign policies. Military officers outnumber civilians sitting on the council by about two-to-one, and decisions are made by a simple majority.

Energy companies push for carbon market bailout

With a turnover of some ?90 billion in 2010, the EU's Emissions Trading System (ETS) is the world's largest carbon market. Around 80% of it is traded in futures markets and 20% in spot markets.

The ETS aims to encourage companies to invest in low-polluting technologies by allocating or selling them allowances to cover their annual emissions. The most efficient companies can then sell unused allowances or bank them.

After a series of VAT "carousel" and "phishing" frauds in 2009, the European Commission proposed tighter security measures. But a number of member states declined to implement them because they said they could not afford to.

One Commission official pointed out that tens of thousands of euros spent on security could prevent millions of euros in losses.

Spits? DJ Smith named head coach of Oshawa Generals

The Windsor Spitfires? assistant coach DJ Smith has been named the new head coach of the Oshawa Generals.

Smith spent seven years as an assistant coach with the Spitfires and was a key component of the club?s back-to-back MasterCard Memorial Cup championships, according to a press release. He also played four seasons with the Spitfires and captained the team during the 1996-1997 season.

?On behalf of the ownership group, I?d like to wish DJ all the best in Oshawa,? said Spitfires president and head coach Bob Boughner. ?He will be missed on a day-to-day basis. DJ has worked extremely hard to get to this point, and is very deserving of the chance to be an Ontario Hockey League head coach. As an organization, we have always tried to develop our staff in the same way we develop our team. And DJ is a prime example of that strength and the successes we have enjoyed. DJ is not only a great coach, but a great friend. He will do an outstanding job for the Generals.?

Boughner said the remaining coaching staff, including himself, associate coach Bob Jones and assistant coach Dave Matsos will continue leading the team.

?We?ll continue on with the three of us behind the bench,? he said. ?As much as we will miss DJ back there, we are looking forward to the challenges that lay ahead this season.? ?Smith is entering his eighth season as an Assistant Coach.

California State Athletic Commission facing major financial difficulties

Things are not going well for the California State Athletic Commission. They are having severe financial troubles, and recently censured George Dodd, their executive director, for not telling the board just how bad the money situation is.

MMA Fighting is reporting the group that oversees MMA events is already under water, and could run a deficit of $700,000 by the time the year is over.

"Without the ability to pay for even basic services, the Commission will have no choice but to cease operation immediately and cancel or postpone indefinitely all Commission regulated events," Department of Consumer Affairs (DCA) director Denise Brown wrote in a recent letter to CSAC's executive director George Dodd.

Zuffa has three events scheduled for California in the next two months. UFC on Fuel 4 will be in San Jose, UFC on Fox 4 will take place in Los Angeles and Strikeforce's championship bout between Ronda Rousey and Sarah Kaufman is set for San Diego. None of these events are expected to be affected, but California is a go-to state for Zuffa. California hosted four UFC and Strikeforce events in 2011.

Considering the state's financial problems, it's not a surprise to see the CSAC stumble. California is projecting a deficit of $4 billion, and has been running in the red for four years. There financial problems are so well-known there is a Wikipedia entry devoted to California's budget crisis.

But where the true problem lies for the CSAC is how to dig out of their hole. Without money, they can't run high-grossing events, but without high-grossing events, they can't earn money.

Scientists develop a spray-on battery

Scientists in the United States have developed a paint that can store and deliver electrical power just like a battery.?

Traditional lithium-ion batteries power most portable electronics. They are already pretty compact but limited to rectangular or cylindrical blocks.

Researchers at Rice University in Houston, Texas, have come up with a technique to break down each element of the traditional battery and incorporate it into a liquid that can be spray-painted in layers on virtually any surface.

"This means traditional packaging for batteries has given way to a much more flexible approach that allows all kinds of new design and integration possibilities for storage devices," said Pulickel Ajayan, who leads the team on the project.

The rechargeable battery is made from spray-painted layers, with each representing the components of a traditional battery: two current collectors, a cathode, an anode and a polymer separator in the middle.?

The paint layers were airbrushed onto ceramics, glass and stainless steel, and on diverse shapes such as the curved surface of a ceramic mug, to test how well they bond.

One limitation of the technology is in the use of difficult-to-handle liquid electrolytes and the need for a dry and oxygen-free environment when making the new device.?

The researchers are looking for components that would allow construction in the open air for a more efficient production process and greater commercial viability.

Neelam Singh, who worked on the project, believes the technology could be integrated with solar cells to give any surface a stand-alone energy capture and storage capability.

The researchers tested the device using nine bathroom tiles coated with the paint and connected to each other. When they were charged, the batteries powered a set of light-emitting diodes for six hours, providing a steady 2.4 volts.

The results of the study were published on Thursday in the journal Nature Scientific Reports.?

It?s true. My dog, Jake, is a marketing genius!

I?m serious. This dog could convince you to buy a popsicle in the middle of an Alaskan blizzard. He has me trained to walk him in the middle of a rain storm on a muddy path battling hordes of mosquitos while running a fever of 102.

My dog Jake is the king of? persuasion and I do what he commands.

Now imagine if you?re prospects did the same. Imagine if when you wanted them to go to your website they did, of if you wanted them to call you they did, or when you wanted them to sign up for your services or buy your products they did ? as you commanded.

The truth is marketing is just that, training your prospects to respond, training them to call you and training them to spend money with you.

Marketing and selling involve just two things.

Stimulus and response. That?s it.

Once you understand how simple it is you can use the idea to train your customers to buy, the same way my dog Jake has trained me to attend to his needs, even in the dead of winter or during a summer rainstorm.

So, if it?s so easy, then why do most small business owners fail?

They lack a training program, I mean marketing plan for training customers to buy.

Now if you?re a dog and you want to train your owner, it?s simple. When you want something, say to go out in the yard, you can sit by the back door, bark or start running around in circles. And when you do, your owner responds.

And once you?ve learned how to get your owner?s attention, you just do the same thing every time and he or she will respond.

Or if you?re a pet owner and you want to turn the tables and train your dog, you do the same thing ? you reward them with a treat or a pat for doing the right thing until they learn the behavior you?re after.

Same in marketing.

Make a list of each behavior you want to train your ideal clients to demonstrate and then think of what stimulus you can provide to get them to take action, again and again.

Of course, the first step is to train them to read your content, your web content, your emails, etc. Then you can train them to watch your videos, and finally once they know you, like you and trust you, train them to buy from you.

(AP) ? Still not pretty to watch, still just as effective.

Spain again failed to dazzle at the European Championship yet still advanced to its third straight major championship final, beating Portugal 4-2 in a penalty shootout Wednesday following a scoreless draw after extra time.

"We're playing better in defense than what the characteristics of our players would suggest," Spain coach Vicente del Bosque said. "That's what earns victories."

After earning plaudits for the eye-catching one-touch passing that helped Spain win titles at Euro 2008 and the 2010 World Cup, this year's team is struggling to create chances. Against Portugal, the defending champions managed only one quality shot in regulation time.

It didn't matter, though, because the Spanish still came through when it mattered. Cesc Fabregas, who came on as a substitute in the second half, scored the deciding penalty after Bruno Alves hit the crossbar for Portugal moments earlier.

"I played poorly, but the team worked really hard," Fabregas said. "I had this intuition that we could advance if we went to penalties and that's what we did."

Spain will next face either Germany or Italy on Sunday in Kiev.

"Being in another final is a miracle," Fabregas said. "It's really incredible."

Cristiano Ronaldo had several chances for Portugal, but he sent three shots well over the crossbar as his team held its own for the entire match. The Real Madrid star, who came alive with three goals in his last two matches at the tournament, did not take a penalty in the shootout. He had been slated to take the fifth one, but it never got that far.

"Our players trained and were prepared for a situation like this," Portugal coach Paulo Bento said. "We didn't have much luck."

After an often dour opening 90 minutes, the match livened up in the 30 minutes of extra time.

Spain midfielder Andres Iniesta forced Portugal goalkeeper Rui Patricio into a superb reflex save in the 103rd minute. Iniesta ghosted into the penalty area then held his head in disbelief as Rui Patricio reacted brilliantly to get a strong hand on his shot after Jordi Alba cut the ball back toward the penalty spot.

Rui Patricio made another fine save to deny substitute Jesus Navas in the 111th.

"Both teams were stronger in defense in the first 90 minutes, but that balance was broken in extra time," Spain coach Vicente del Bosque said.

Tempers frayed at times, with Portugal center half Pepe getting a yellow card for a challenge on Xabi Alonso as they went for a high ball. Ronaldo also received some heavy challenges late in the match.

In the shootout, Xabi had the first attempt saved by Rui Patricio before Spain goalkeeper Iker Casillas saved Joao Moutinho's shot. Iniesta, Gerard Pique and Sergio Ramos then all scored for Spain, while Pepe and Nani answered for Portugal.

"The first one wasn't so lucky, and then we scored the rest of them," Casillas said. "Yes, we really were lucky. Everything is about luck sometimes."

Del Bosque ditched his unorthodox 4-6-0 formation for Wednesday's match and opted for a traditional striker ? but not the one many expected. Instead of Fernando Torres, it was Alvaro Negredo that got the start up front. But 10 minutes into the second half, Del Bosque replaced him with Fabregas.

Although Negredo worked hard, his lack of movement made him easy to mark. Spain improved as Fabregas made clever runs to stretch the defense and the defending champions dominated most of extra time with the substitution of Pedro Rodriguez for midfielder Xavi Hernandez late in the match.

"I think we were better in the first 90 minutes. Then in extra time we were less efficient," Bento said. "When we couldn't take advantage of our opportunities, Spain got stronger."

Rui Patricio was a big help in goal for Portugal, but much more was expected from Ronaldo. The winger had a chance, albeit a difficult one, to win the game in the 90th minute when Portugal poured forward after clearing a free kick. But Raul Meireles' pass was fractionally behind Ronaldo and, with momentum lost, he had to check his run and sent his shot high and wide.

Ronaldo briefly threatened early in the first half, whipping over a cross from the left wing that Casillas grabbed before Nani could head it in. He also sent a free kick into the wall after too easily tumbling under a challenge.

Working as a unit, Portugal started to gain the upper hand midway through the first half. Moutinho flicked the ball into the path of Ronaldo, whose wild shot flew over the net.

"Everyone helped to control Ronaldo," Del Bosque said.

From a chapel pulpit on Lackland Air Force Base, where every American airman reports for basic training, Col. Glenn Palmer delivered his first order to nearly 600 recruits seated in the pews: If you're sexually harassed or assaulted, tell someone.

"My job is to give you a safe, effective training environment," Palmer said firmly.

What the colonel did not mention directly in his recent address was a widening sex scandal that has rocked the base, one of the nation's busiest military training centers. Allegations that male instructors had sex with, and in one case raped, female trainees have led to criminal charges against four men. Charges against others are possible.

The most serious accusations surround an Air Force staff sergeant scheduled to face a court-martial in July on charges that include rape and multiple counts of aggravated sexual assault. The other three defendants were charged with lesser crimes ranging from sexual misconduct to adultery. All of the defendants were assigned to turn raw recruits into airmen in eight weeks of basic training.

A two-star general is now investigating alongside a separate criminal probe, which military prosecutors say could sweep up more airmen. Advocates for female service members and members of Congress have started taking notice.

"It's a pretty big scandal the Air Force is having to deal with at this point," said Greg Jacob, a former Marine infantry officer and policy director of the Service Women's Action Network. "It's pretty substantial in its scope."

Yet there are signs the Air Force still doesn't have a handle on the full depth of the problem. Staff Sgt. Peter Vega-Maldonado pleaded guilty earlier this month to having sex with a female trainee and struck a plea deal for 90 days' confinement. Then he acknowledged being involved with a total of 10 trainees ? a number previously unknown to investigators.

On Friday, after months of embarrassing disclosures, the head of the Air Force's training command ordered Maj. Gen. Margaret H. Woodward to lead an independent investigation. That same day, the Air Force gave reporters rare access to Lackland's instructional headquarters in an effort to show there was nothing to hide.

The headquarters facility is where Lackland trains the people who train recruits. Inside one small classroom, three women and two men were lectured on the importance of having a moral compass while watching a slide presentation titled "Integrity First."

Lackland has about 475 instructors for the nearly 36,000 airmen who will graduate this year. That's about 85 percent of what Lackland would consider a full roster of instructors, a demanding job that requires airmen to work longer hours than most for four years, at the expense of family and personal time. The Air Force recently launched a smartphone app to help recruit instructors. Topping a page of frequently asked questions is whether the divorce rate for instructors really is higher. (The Air Force says no.)

Palmer said that a slight shortage in instructors has not lowered the standards for applicants. In response to the allegations, he said instructor training is being revamped and that he was accountable for problems within the training wing.

Leaders of the instructor program, however, said the responsibility falls on the accused.

"A person sitting in that seat, they're going to do what they're going to do when no one is watching," said Master Sgt. Greg Pendleton, who oversees the training. "That's across the board. That's just them. When we're outside this door or outside these walls, there are individuals that have their own personal values."

So widespread is the fallout that Lackland halted operations for an entire day in March to survey about 5,900 trainees about whether they had seen or been a victim of sexual misconduct.

It was a highly unusual move for a vast 15-square-mile base that runs with relentless efficiency. A new class of airmen graduates every Friday for 50 of the 52 weeks in the year. At first, Palmer, commander of the 737th training wing, said he wasn't sure that halting training was even possible.

Airman Andrea Madison, a new graduate who was in basic training at the height of the investigation at Lackland, said she never felt uncomfortable with her instructors.

"They want to make sure no foul play is happening, no one is taking advantage of us," said Madison, of Columbus, Ohio.

Last week, one commander of a Lackland training squadron caught up in the sex scandal was dismissed after the Air Force lost confidence in his leadership. Col. Polly Kenny, 2nd Air Force Staff, said the dismissal was not directly related to the sexual misconduct investigation.

Nearly three dozen instructors at Lackland have also been removed in the past year, but the Air Force will not say how many lost their jobs as a result of the investigation that began last fall, only that the majority of dismissals were unrelated.

The first sexual misconduct allegations at Lackland surfaced a year ago against Staff Sgt. Luis Walker, who is charged with 28 counts.

Walker, the only instructor who has been accused of sexually assaulting another airman, faces life in prison if convicted. His civilian attorney, Joseph Esparza, has declined to speak with reporters and did not return multiple calls for comment.

Sexual assault victims are reassigned and can apply for a "humanitarian discharge" from the military, but Lackland civilian spokeswoman Collen McGhee said she did not know whether those affected by this case had done so.
