England should look to Scotland to solve its drinking culture, which has seen having a pint of lager become as cheap and freely accessible as downing a pint of milk, an expert at The University of Nottingham has said.
Dr Jane McGregor, a specialist in drug and alcohol addiction treatment in the University's School of Nursing, Midwifery and Physiotherapy, said that with prices for a four-pack of lager as cheap as a pint of milk in some cases, people are drinking too freely and often way in excess of sensible limits.
And, she said that with initiatives such as minimum pricing, Scotland is leading the way in fighting back against its traditional hard-drinking image, placing it way ahead of its more liberal neighbours.
Dr McGregor said: "It is treating alcohol as a health risk, rather than an issue of disorder England is only now waking up to this.
"Because of the huge impacts of alcohol misuse on health, the Scottish Parliament has been quicker to act than the rest of the UK and now is way ahead of the curve in this area."
Dr McGregor made the comments as she launched a new book about alcohol problems in urban Britain, Drink and the City, which tracks drinking trends and the many factors which have led the UK to its current situation.
The publication of the book comes just weeks after the Prime Minister David Cameron called on the drinks industry to do more to tackle the 'scandal' of drunkenness and binge drinking and hinted that the Government's alcohol strategy due to be published later this year could contain proposals for minimum pricing for drink and the potential use of US-style 'drink tanks' to detain people while they sober up.
Dr McGregor said that Government liberalisation of alcohol laws had led to more deaths and an increase in health problems. She blamed a bid by politicians to create a 'caf culture' and to rejuvenate city centres through the relaxation of licensing laws for actually fuelling binge drinking. Alcohol-related deaths are on the increase the Office for National Statistics reported 8,790 fatalities in 2010, up 126 on the previous year.
At present the English Government favours 'nudging', a non-coercive approach to behaviour change.
She added: "It expects people to follow the unit system of measure which was set in the l980s. This sets sensible drinking limits of 21 units a week for men, and no more than 14 for women.
"While there is no evidence to raise the limits, there is evidence that this approach on its own is not enough. This is why the Government must look at other means minimum pricing being just one of a number of levers to encourage everyone to change their drink behaviour."
Dr McGregor said that Scottish policymakers had been quicker to emphasise public health concerns because the full impact of increasing levels of alcohol consumption has recently become all too apparent. Alcohol-related mortality in Scotland is twice that of the rest of the UK, with one Scot dying every six hours as a direct result of alcohol misuse, according to recent studies.
Scottish Parliament passed the Alcohol etc. (Scotland) Act 2010, which came into force on October 1 2011 and introduced a ban on promotions that encourage binge drinking, such as '3 for 2' and '3 bottles for 10'.
A recent report by Alcohol Focus Scotland calls for the Scottish Government to take further action to regulate off-sales and return licensing to its fundamental purpose of controlling the availability to prevent harm. This includes calls for separate alcohol checkouts and reduced trading hours.
Dr McGregor added: "Now the Scottish Parliament proposes to set minimum prices for alcohol, and is utilising the abundant evidence that the most effective way of reducing consumption and harm is increasing the price of alcohol relative to disposable income. Policymakers in England are looking to Scotland to lead the way.
"Altering the nation's drinking behaviour is becoming an increasingly pressing issue. MPs on the cross-party Science and Technology Committee recently raised concerns that the Government approach was not enough and that greater efforts should be focused on helping people understand the unit system and how to use it. They suggest that people also be advised to take at least two drink-free days a week."

Satoshi Furukawa, an astronaut from Japan, matched that feat in just about two hours — and he did it all while aboard the orbiting outpost itself.
Researchers at the universities of Granada and Ja?n, Spain, have discovered why recalling some items from memory reduces our ability to recall other related items. In the field of Psychology, this phenomenon is known as "Retrieval-Induced Forgetting" (RIF), and researchers have determined the cognitive process that causes this phenomenon and its duration.
To carry out this study, the researchers designed a set of memory tasks where the participants had to learn a material and then recall it partially. Memory tasks had different levels of difficulty and included different types of materials; they were presented both to young people (university students) and to elder people (average age: 65 years).
Firstly, participants were asked to learn a list of words grouped by semantic category. Then, participants were presented a set of cues to make them name half the words from half the categories. Then, they were asked to recall all the elements learnt in the first phase. The researchers found that participants had difficulty to remember the elements that had not been practiced in the second phase and were from the same category that had half its items practiced. However, it was easier for them to remember those elements that had not been recalled in the second phase and belonged to categories that had not been practiced.
Two Questions to be Solved
The aim of this research study was to characterize the cognitive control mechanism involved in Retrieval-Induced Forgetting. While some of the properties of this phenomenon are known, there are two relevant questions unanswered: controlled nature versus automated nature of the mechanism responsible for reducing the ability to recall items, and the duration of such reduced ability.
These two questions have been answered by the University of Granada researchers, who have confirmed the adaptive nature of Retrieval-Induced Forgetting. This phenomenon is an effect of the activation of a cognitive control mechanism that is efficient even in individuals with a partial executive control deficiency. This mechanism reduces access to memory traces that might affect the recalling of target information, and its persistence relies on the type of information involved.This phenomenon is not permanent, as forgotten information can be recalled shortly when it occupies a central part of the cognitive structure of the subject.
The principal author of this study is Almudena Ortega, from the University of Granada Department of Experimental Psychology, in collaboration with professors Teresa Bajo Molina, from the University of Granada, and Carlos J. G?mez Ariza, from the University of Ja?n, Spain.
The results of this research study have been partially published in Journal of Experimental Psychology: Learning, memory and Cognition.

Blackman, who is the brother of Rice's wife Sally, added that the situation was unclear and?relatives were trying to establish what exactly had happened
Rice, who previously worked for?shows including?"The Amazing Race" and Animal Planet's "Whale Wars,"?died on Friday night.?
Rice's assistant, who Blackman declined to name, also became ill and was taken to a hospital in Uganda.
"We've sent people up there to get some answers," Blackman told msnbc.com by phone from Durban, South Africa. "Nothing is finalized yet.
Addressing media reports that Rice had been fatally poisoned, Blackman said:?"I don't know where they are getting this 'definitely poisoned' thing."
Rice?moved to South Africa about 13 years ago and?holds dual citizenship, Blackman said. His wife is South African.

'Really tough to handle' Blackman said Wednesday morning that he was looking after their children, girls aged seven and two,?while Sally Blackman tried to get information from the South African police.
He said?his sister was finding the?uncertainty "really tough to handle, but, yeah, she's strong."
"There's so much stuff in the air about possible poisoning, all that kind of stuff," Blackman said. "At the moment, we're trying to get Jeff's body out of there to get some answers."

He added his brother-in-law was working on?either a future show or documentary in Uganda.
"He was a fantastic producer apparently, a very, very sought-after producer," he said. "The messages (of condolence) coming in have been very, very good actually. It's been fantastic, he's a very well-liked character. He was a good guy, very relaxed and just a very good guy."

The faster-than-light neutrinos seen by the OPERA particle physics experiment last year may have just been explained. By a loose cable. I wish I was joking.
To back up a little, the OPERA collaboration based at the Gran Sasso laboratory underneath the mountain of the same name in Italy published a paper to pre-print server arxiv.org last September saying that they had seen neutrinos, a type of sub-atomic particle, travel faster than the speed of light. They recorded neutrinos, which had travelled from CERN, Geneva, through the Earth to Gran Sasso, Italy, arriving at the laboratory 60 nanoseconds faster than they would had they travelled at the speed of light.
Since then, scientists around the world have been collectively scratching their heads and publishing papers that tended to fall into one of two categories: suggesting an error with the experiment (such as the clocks at the two laboratories not being synchronised properly), or suggesting an addition to the current theory of particle interactions that could explain the strange result (for example, a new dimension that the neutrinos could have skipped through to make their journey shorter ? so they would have never actually travelled faster than light at any point).
But I don?t think anyone expected it to be something as simple as this.
Today, Science is reporting that a fibre optic cable connecting a GPS receiver and an electronic card in a computer was loose. They go on:

This news (though still unconfirmed) rather casts a shadow over another recent explanation, involving something slightly less ridiculous.
In a paper published in journal Astronomy & Astrophysics, Claudio Germana of the Astronomical Observatory of Padova, Italy, suggests that there was a problem with the synchronisation of clocks at the two ends of the experiment. His calculations suggest that if the experiment had been run at a different time of year, the neutrinos would in fact have arrived 50 nanoseconds later than light.
I spoke to Carlo Contaldi, a physicist at Imperial College London, who last year published a paper on arxiv.org pointing out a possible problem with clock synchronisation, about the new paper. Though he thought the calculations and the large effect the calculations seemed to show were ?interesting?, he had some reservations:
[Germana] does not seem to mention the latest measurements that were carried out by OPERA in November 2012. Those showed a consistent value for the neutrino?s time of flight as the previous results and it would be interesting to see how that time frame fits in with these corrections.
It?s an interesting hypothesis though ? and one that is easily testable by running the experiment at a different time of year.
This paper is just the latest in a long string of attempts to explain the faster-than-light neutrinos. For more of the explanations that have been offered over the last few months, have a look at a timeline I made that follows the story right from the beginning until now.

All of these papers could have been for nothing, of course, if the new report of a loose cable is true. It would be a little disappointing if this turns out to be the case. I?m going to reserve judgement for now, at least until the ?sources familiar with the experiment? become something a little more concrete.

The Supreme Court has delayed a decision on whether to hear a case that could affect the entire biotech industry -- one asking whether Myriad Genetics can own the patents on two breast cancer genes.
Because it had been scheduled for a conference discussion by the justices earlier this month, a decision about whether to consider the case was expected on Tuesday. But the Court?declined to accept or reject the case, suggesting that the justices will want to discuss it again.
At issue us whether a single human gene, isolated from its cell and chromosome, is a natural product or a patentable piece of intellectual property.
The answer could have wide-reaching implications for the biotechnology sector, which relies on extensive research about genetic niches to create tailored therapies. If the fruits of such research could become essentially open-source, it could make many products a poor deal to develop. The industry believes that a ruling that genes cannot be patented could undermine many existing patents, too.
The case, Association of Molecular Pathology v. Myriad Genetics, concerns one of the first effective genetic? screening tests for cancer. The red squirrel, Irish hare and red deer are just some of Ireland's indigenous species which are under threat as a result of the introduction of foreign species. A new study which took place over the last two years looked at the impact of two introduced species the bank vole and greater white toothed shrew on two native small mammals, the wood mouse and the pygmy shrew. If the rate of invasion continues as at present throughout the island of Ireland, its native small mammals will die out in at least 80 per cent of their available habitat.
The study, published in the international journal Biological Invasions, found that in the recent past the pygmy shrew has completely vanished in parts of Ireland where both invasive small mammals are found. Wood mouse numbers have decreased by more than 50 per cent in areas where the bank vole is longest established.
Small mammals occupy central positions in food webs, so major changes in species composition which are already occurring, will have both top-down and bottom-up effects in the ecosystem affecting bird and mammal predators as well as the invertebrates, seeds and seedling that small rodents and insectivores feed on.
Professor Ian Montgomery, lead researcher from the School of Biological Sciences at Queen's University, said: "The introduction of alien mammals to Ireland over the last 100 years has had major detrimental effects, threatening our indigenous habitats and species. The American grey squirrel, for example, passes a deadly virus to native red squirrels, whilst European hares threaten the ecological and genetic integrity of the native Irish hare through competition and interbreeding.
"Governments, both north and south of the border, are urged to work together to address the overall problem of invasive mammals throughout Ireland, and ensure that we understand both the mechanisms of invasion and the impacts of these aliens. It is no longer tenable to treat each invasive species as an isolated case. We should establish a realistic plan identifying the mammal species that are key to maintaining our unique biodiversity and ecology and those that we should eliminate or control."
The new study is the first of its kind to systematically analyse the cumulative effects of invasive mammal species on indigenous species. Such a process is known as 'invasional meltdown'.
