Air pollution and noise pollution increase cardiovascular risk

May 20, 2013 ? Both fine-particle air pollution and noise pollution may increase a person's risk of developing cardiovascular disease, according to German researchers who have conducted a large population study, in which both factors were considered simultaneously.

"Many studies have looked at air pollution, while others have looked at noise pollution," said study leader Barbara Hoffmann, MD, MPH, a professor of environmental epidemiology at the IUF Leibniz Research Institute for Environmental Medicine in Germany. "This study looked at both at the same time and found that each form of pollution was independently associated with subclinical atherosclerosis."

The research will be presented at ATS 2013.

"This study is important because it says that both air pollution and noise pollution represent important health problems," said Dr. Philip Harber, a professor of public health at the University of Arizona who was not involved in the research. "In the past, some air pollution studies have been dismissed because critics said it was probably the noise pollution that caused the harm, and vice versa. Now we know that people who live near highways, for instance, are being harmed by air pollution and by noise pollution."

Using data from the Heinz Nixdorf Recall study, an ongoing population study from three neighboring cities in the Ruhr region of Germany, Dr. Hoffmann and her colleagues assessed the long-term exposure to fine particulate matter with an aerodynamic diameter <2.5 ?m (PM2.5) and long-term exposure to traffic noise in 4238 study participants (mean age 60 years, 49.9% male).

The exposure to air pollutants was calculated using the EURopean Air Pollution Disperson, or EURAD, model. Exposure to traffic noise was calculated using European Union models of outdoor traffic noise levels. These levels were quantified as weighted 24-hour mean exposure (Lden) and nighttime exposure (Lnight).

To determine the association of the two variables with cardiovascular risk, the researchers looked at thoracic aortic calcification (TAC), a measure of subclinical atherosclerosis.

TAC was quantified using non-contrast enhanced electron beam computed tomography. Using multiple linear regression, the researchers controlled for other cardiovascular risk factors, including age, gender, education, unemployment, smoking status and history, exposure to second-hand smoke, physical activity, alcohol use and body mass index.

After controlling for these variables, the researchers found that fine-particle air pollution was associated with an increase in TAC burden by 19.9 % (95%CI 8.2; 32.8%) per 2.4?g/m3. (To put that increase in perspective: in the United States, the Environmental Protection Agency recently revised the overall limit downward from 15 to 12?g/m 3).

The researchers also found that nighttime traffic noise pollution increased TAC burden by 8% (95% CI 0.8; 8.9%) per 5 dB. (An average living room would typically have a noise level of about 40 A-weighted decibels, or dB(A), an expression of the relative loudness of sounds as perceived by the human ear, while busy road traffic would generate about 70-80dB(A)). Mean exposure to traffic noise over 24 hours was not associated with increased TAC.

Among subgroups of participants, the researchers found even stronger associations. The interaction of PM2.5 and TAC was clearer among those younger than 65, participants with prevalent coronary artery disease and those taking statins. In contrast, the effect of Lnight was stronger in participants who were not obese, did not have coronary artery disease and did not take statins.

Although the cross-sectional design of this study limits the causal interpretation of the data, Dr. Hoffmann said, "both exposures seem to be important and both must be considered on a population level, rather than focusing on just one hazard."

She added that her research group plans to conduct a longitudinal analysis with repeated measures of TAC over time.

World stocks mixed ahead of Fed statements

(AP) ? World stock markets were mixed Tuesday as investors waited for the U.S. Federal Reserve to telegraph what it plans to do next with its economic stimulus program.

The Fed is conducting its third round of massive bond purchases known as quantitative easing to help drive down interest rates and spur lending. But recently improving data on the U.S. economy has led to speculation that it might consider scaling back the program or winding it down earlier than expected.

On Wednesday, Fed Chairman Ben Bernanke will appear before Congress and the central bank will release minutes of its most recent policy meeting.

"When markets are this elevated, with US markets at record levels, investors generally look for any excuse to exercise caution," said Stan Shamu, market strategist at IG in Melbourne.

European shares were mixed in early trading. Britain's FTSE 100 rose 0.1 percent to 6,761.79. Germany's DAX lost 0.4 percent to 8,422.06. France's CAC-40 shed 0.5 percent to 4,004.48. Wall Street also appeared set for losses, with Dow Jones industrial futures down marginally to 15,309 while S&P 500 futures fell 0.1 percent to 1,662.60.

Asian stocks posted uneven results. Japan's Nikkei 225 index eked out a small gain of 0.1 percent to close at 15,381.02, its highest finish in more than five years, as the dollar rebounded against the yen. The Nikkei is up 48 percent for the year.

But Asian stocks elsewhere fell. Hong Kong's Hang Seng declined 0.5 percent to 23,366.37. South Korea's Kospi fell less than 0.1 percent to 1,981.09. Australia's S&P/ASX 200 sank 0.6 percent to 5,180.10. Benchmarks in mainland China and the Philippines rose while those in India and Singapore fell.

A key piece of data comes out of China later in the week when HSBC releases its monthly manufacturing survey Thursday. After some recent ups and downs, analysts said they expected to see a stabilization of growth in factory output.

"I think the market has already turned more cautious," said Linus Yip, strategist at First Shanghai Securities in Hong Kong. "I don't think it will add much more impact to the market overall."

Among individual stocks, Mitsubishi Motors Corp. soared 34.3 percent after the company launched the manufacture of a mini-vehicle jointly developed with Nissan Motor Co., Kyodo News said.

Speculation that Japan may restart nuclear reactors shut down following the March 2011 tsunami disaster helped push shares in Tokyo Electric Power Co. up 12.3 percent. The ruling Liberal Democrats are keen to resume operations at many reactors, though such decisions are months away since the government is due to introduce revised nuclear safety regulations in July.

Benchmark oil for June delivery was down 21 cents to $96.50 per barrel in electronic trading on the New York Mercantile Exchange. The contract gained 69 cents to close at $96.71 a barrel on the New York Mercantile Exchange on Monday.

In currencies, the euro fell to $1.2884 from $1.2897 late Monday in New York. The dollar rose to 102.65 yen from 102.29 yen.

USCIS union president fights immigration reform bill

The president of a union that represents 12,000 U.S. Citizenship and Immigration Services employees announced his opposition to the immigration reform bill in the Senate on Monday morning.

"The legislation will provide legal status to millions of visa overstays while failing to provide for necessary in-person interviews," union President Kenneth Palinkas said in a statement. "Legal status is also explicitly granted to millions who have committed serious immigration and criminal offenses."

The Senate version of the bill, which has not been introduced to the floor, will offer legalization to most of the country's 11 million undocumented immigrants, provided they pass a background check and pay fines.

The USCIS union's workers examine and approve citizenship and visa applications.

Palinkas said USCIS employees are pressured to "rubber-stamp" citizenship and visa applications and lack the resources to adequately investigate applicants.

Palinkas is joining the National ICE Council, the union that represents 7,600 Immigration and Customs Enforcement officers, in opposing the bill. That union's president, Chris Crane, has been a vocal critic of the Obama administration's policy to prioritize deporting undocumented immigrants who have committed dangerous crimes.

Google+ Gets A Refresh For Android To Mirror Its 41 Update Extravaganza From I/O, Adds New Location Section

Screenshot_5_20_13_11_08_AMToday, Google has updated its Google+ app for Android to get up to speed with all of the changes announced during last week’s I/O Developers conference. In all, there were 41 new updates including a brand new stream, photos experience and of course Hangouts. The Android version has all of that, and one brand new feature, a new location section. Where the Anroid app really shines is with the photo capabilities. The updated Google+ app now has the auto backup, highlight, enhance and “auto awesome” functionality that the desktop version has. It’s be really handy to be able to enhance your photos directly within the app, rather than waiting until you get back to your computer or relying on Google to do its magical synthetic wrinkle removal, even though it’s cool. To make it easier to “make plans and meet,” Google+ has broken “Locations” out into its own section. Now, when you share your location with certain Circles, your friends can easily find you by tapping on that section. Naturally, it drops everyone’s location onto a Map, which makes it pretty seamless: Location is something that hasn’t been a great piece of Google+ to date. The service currently picks up where you are and asks you for your explicit location, not really telling you who will get to see it. With the Location section and controls, its easier to manage and can turn into an experience similar to that of Foursquare. The stream is getting all of the features from last week, too. The autohashtags will let you drill into new content, hopefully sucking up all of your free time. It turns the Google+ experience into something like Wikipedia, where you can just keep tapping on relevant content and hopefully find some new people to follow along the way. While you’re not going to get the new three-column layout on your smartphone, the drilling down is actually fun. We’ll await the iOS update, but expect the same items to find their way into that version. All of these enhancements are made to entice you to do a little bit more in Google+, as the company doesn’t really expect you to jump ship from one network to another. The features are more complimentary to one another in this update, giving a better experience to new users, which is the most important demographic for Google to focus on right now. Those of

Study identifies new approach to improving treatment for MS and other conditions

Working with lab mice models of multiple sclerosis (MS), UC Davis scientists have detected a novel molecular target for the design of drugs that could be safer and more effective than current FDA-approved medications against MS.

The findings of the research study, published online today in the journal EMBO Molecular Medicine could have therapeutic applications for MS as well as cerebral palsy and leukodystrophies, all disorders associated with loss of white matter, which is the brain tissue that carries information between nerve cells in the brain and the spinal cord.

The target, a protein referred to as mitochondrial translocator protein (TSPO), had been previously identified but not linked to MS, an autoimmune disease that strips the protective fatty coating off nerve fibers of the brain and spinal cord. The mitrochronical TSPO is located on the outer surface of mitochondria, cellular structures that supply energy to the cells. Damage to the fatty coating, or myelin, slows the transmission of the nerve signals that enable body movement as well as sensory and cognitive functioning.

The scientists identified mitochondrial TSPO as a potential therapeutic target when mice that had symptoms of MS improved after being treated with the anti-anxiety drug etifoxine, which interacts with mitochondrial TSPO. When etifoxine, a drug clinically available in Europe, was administered to the MS mice before they had clinical signs of disease, the severity of the disease was reduced when compared to the untreated lab animals. When treated at the peak of disease severity, the animals' MS symptoms improved.

"Etifoxine has a novel protective effect against the loss of the sheath that insulates the nerve fibers that transmit the signals from brain cells," said Wenbin Deng, principal investigator of the study and associate professor of biochemistry and molecular medicine at UC Davis.

"Our discovery of etifoxine's effects on an MS animal model suggests that mitochondrial TSPO represents a potential therapeutic target for MS drug development," said Deng.

"Drugs designed to more precisely bind to mitochondrial TSPO may help repair the myelin sheath of MS patients and thereby even help restore the transmission of signals in the central nervous system that enable normal motor, sensory and cognitive functions," he said.

Deng added that better treatments for MS and other demyelinating diseases are needed, especially since current FDA-approved therapies do not repair the damage of immune attacks on the myelin sheath.

The UC Davis research team hopes to further investigate the therapeutic applications of mitochondrial TSPO in drug development for MS and other autoimmune diseases. To identify more efficacious and safer drug candidates, they plan to pursue research grants that will enable them to test a variety of pharmacological compounds that bind to mitochondrial TSPO and other molecular targets in experimental models of MS and other myelin diseases.

The journal paper is entitled, "A TSPO ligand is protective in a mouse model of multiple sclerosis."

This is Anthony Robinson?s message to the public as Guyana shares another observance of Blind Awareness Month.
At just 22 years old, Robinson is completely blind but says he ?is prepared for any challenge that life tosses his way.?
Robinson is currently a student of Guyana?s Society for the Blind?s Caribbean Secondary Examination Council?s, (CSEC) class.
He explains that ?it is people?s lack of confidence and support that assists in further crippling persons with disabilities.? Robinson views the development of disabled persons, as playing a pivotal role in

shaping the country?s future.
?Disabled people are just like everybody else. It is just that their lives have been altered in one way or another. This doesn?t mean that you have the right to write them off or exclude them from civilisation.?
Characterized by drive and ambition, Robinson oozes confidence. He reminisced that the most difficult part of his life was accepting that he would never be able to see again.
Robinson was not born blind. ?I was preparing to sit the common entrance exam to go into Secondary School when I did the surgery; I became completely blind afterwards. At first I had difficulty accepting it but my family and friends, at that time, gave me support and showed me that it?s not the end of the world. They encouraged me not to give up.
?Although being blind hindered me for a while, I decided to fight, to face the world again.?? The surgical intervention he underwent was to remove cataract.
Robinson, who hails from Plaisance, would then attend the St Roses institute for the blind and study Braille for three years.? There, he met students like himself, who further fostered his desire to develop.
Robinson recalled that those years were somewhat challenging since his mother was a single parent raising eight children on her own. None-the- less he persevered.
?I looked at this as an opportunity to nurture my independence I learnt to do everything on my own.?
The unit later transferred Robinson to the Guyana Society for the Blind, where he is under the mentorship of Ganesh Singh, a visually impaired tutor. At present, Robinson is being taught courses in Human and Social Biology, Office Administration, Social Studies, English Language, and Principles of Business while computer training is a bonus feature of the course.
These courses are preparing him for the upcoming CSEC exams. These lessons are made possible through the use of JAWS, a software technology designed to teach the blind.
Curious about how a blind person can write any exam, Robinson told me that in such instances, the student can request a writer or type the answers using the same software technology.
Upon successfully completing the CSEC exams, Robinson plans to enter the world of work. His desire is to become a teacher but not just any teacher. He says, ?I want to be able to impart to people with disabilities like me the same knowledge that I was given.?
Once again, the young man who loves dogs, noted that he plans to lead a normal life and future despite his lack of sight.
?I want to teach and have my own property and family like everyone else. I cook, I cut up meat and vegetables, I do my laundry, I wash the dishes, I clean the house and everything on my own. If my family and those around didn?t believe in me I would never have been able to do these simple things?
Robinson?s desire is to change people?s attitude towards the blind and differently abled.

I don't see fraud. Rather I see incompetence. It's possible that the loan was owned by Wells (or someone else) and it was determined they would be able to assign the debt to Fannie Mae (something that can only be done under certain circumstances). Once that occurs, you're playing by Fannies rules.

What's irksome is that in the event of a foreclosure, the 2nd may not get a dime if the homeowner files for bankruptcy. This way they would've gotten 50 cents on the dollar, which is pretty good for 2nd mortgages (typically 10 cents on the dollar).

Newly elected President?Nicol?s Maduro invited?Lorenzo Mendoza, the billionaire boss of Venezuela's largest privately held company, Empresas Polar SA, to the Presidential Palace this week. Mr. Mendoza spent years on the outs with the Ch?vez government. Now, however, it appears Mendoza and Mr. Maduro may have reached a mutual understanding,?leading to speculation that an attitudinal change on the part of the government towards big business may be in the works.

"We are ready to support you," Maduro said on state television days after his meeting with Polar's president. "Count on our support."

Polar, the country's leading food producer, makes everything from beer to corn flour ? crucial for making arepas, the mainstay of the Venezuelan diet. Earlier this week, Mendoza rebuked Maduro for his previous claims that the company was hoarding food in an effort to destabilize the government.

"At the very least, the encounter [between Mendoza and the president] is seen as a positive first step towards improving relations with business," says Jessica Grisanti, senior economist at the Caracas-based?consultancy,?Ecoanal?tica.

The late president Ch?vez often irked business leaders and economists by imposing rigid price controls and nationalizing more than 1,000 companies and assets during his 14-year tenure. And while he never followed through, Ch?vez often threatened Polar with a state take over.

"The main agreement was not to politicize the issue of food," said Mendoza, adding that he was "extremely pleased" after exchanging ideas with the new president on how to boost national food production.

Toilet paper shortages

For weeks now, Venezuelans have been struggling to find many staples ranging from milk to toilet paper. While official plans have yet to be announced, Maduro's outreach could mean a rapprochement between the country's battered private sector and the government struggling with record high levels of scarcities.

"It's evident that [the government] is finally realizing that it was mistaken in its policies," says Ismael P?rez Vigil,?executive president of the Venezuelan Confederation of Industries, Conindustria. "That it can't respond to the country's needs by controlling the market."

Tomorrow, recently appointed Finance Minister Nelson Merentes is scheduled to meet with business leaders in a continuing effort to establish dialogue.

Mr. Vigil, whose confederation represents more than 80 percent of the country's manufacturers, explains the key issue among business concerns is a lack of foreign currency made available to companies. According to?Consecomercio, a?Caracas-based trade chamber,?greenbacks are vital to feeding the nation?as about 70 percent of the goods consumed in the country are imported or assembled from raw materials shipped from abroad.

Despite new dialogue, however, skeptics remain unconvinced that a major policy change is on the immediate horizon.

The shortages present a very potent political risk for Maduro, who is still deflecting claims of electoral fraud after his narrow victory last month, says Luis Vicente Le?n, president of the polling firm Datanalisis.

"It is clear: Right now the debate in Venezuela is an economic one," says Mr. Le?n. "And not appearing to addressing it publicly would be disastrous in terms of his public support."

Car hits parade, injuring up to 60

DAMASCUS, Va. (AP) ? An elderly driver plowed into dozens of hikers marching in a Saturday parade in a small Virginia mountain town and investigators were looking into whether he suffered a medical emergency before the accident.

About 50 to 60 people suffered injuries ranging from critical to superficial, but no fatalities were reported. Three of the worst injured were flown by helicopter to area hospitals. Their conditions weren't immediately available.

Another 12 to 15 victims were taken to hospitals by ambulance and the rest were treated at the scene, where some paramedics and other first-responders were participating in the parade.

It happened around 2:10 p.m. during the Hikers Parade at the Trail Days festival, an annual celebration of the Appalachian Trail in Damascus, near the Tennessee state line about a half-hour drive east of Bristol.

Damascus Police Chief Bill Nunley didn't release the driver's name or age but said he was participating in the parade and he had traversed the Appalachian Trail in the past. Multiple witnesses described him as an elderly man.

Nunley said the man's 1997 Cadillac was one of the last vehicles in the parade and the driver might have suffered an unspecified medical problem when his car accelerated to about 25 mph and struck the crowd on a two-lane bridge along the town's main road. The driver was among those taken to hospitals.

"It is under investigation and charges may be placed," Nunley said.

Witnesses said the car had a handicapped parking sticker and it went more than 100 feet before coming to a stop.

"He was hitting hikers," said Vickie Harmon, a witness from Damascus. "I saw hikers just go everywhere."

Amanda Puckett, who was watching the parade with her children, ran to the car, where she and others lifted the car off those pinned underneath.

"Everybody just threw our hands up on the car and we just lifted the car up," she said.

Keith Neumann, a hiker from South Carolina, said he was part of the group that scrambled around the car. They pushed the car backward to free a woman trapped underneath and lifted it off the ground to make sure no one else was trapped.

"There's no single heroes. We're talking about a group effort of everybody jumping in," he said.

Nunley cited quick action by police, firefighters, paramedics and hikers to tend to the victims, including a volunteer firefighter who dove into the car to turn off the ignition. The firefighter, whose name wasn't released, suffered minor injuries.

Mayor Jack McCrady encouraged people to attend the festival on Sunday, its final day.

"In 27 years of this, we've never had anything of this magnitude, and is it our job to make sure it doesn't happen again," he said.

McCrady said a donation fund was being set up to assist the injured, some of whom don't have medical insurance.

"We want to make sure they don't suffer any greater loss than they already have," he said.

Google Glass Is Both Cool And Creepy - Business Insider

SAN FRANCISCO (Reuters) - Google staged four discussions expounding on the finer points of its "Glass"?wearable computer?during this week's developer conference.

Missing from the agenda, however, was a session on etiquette when using the recording-capable gadget, which some attendees faithfully wore everywhere - including to the crowded bathrooms.

Google?Glass, a cross between a mobile computer and eyeglasses that can both record video and surf the Internet, is now available to a select few but is already among the year's most buzz-worthy new gadgets. The device has geeks all aflutter but is unnerving everyone from lawmakers to casino operators worried about the potential for hitherto unimagined privacy and policy violations.

"I had a friend and we're sitting at dinner and about 30 minutes into it she said, 'You know those things freak me out,'" said?Allen Firstenberg, a technology consultant at the Google developers conference. He has been wearing?Glass?for about a week but offered to take them off for the comfort of his dinner companion.

On another occasion, Firstenberg admitted to walking into a bathroom wearing his?Glass?without realizing it.

"Most of the day I totally forget it's there," he said.

Many believe wearable computers represent the next big shift in technology, just as?smartphones?evolved from personal computers. Apple and Samsung are said to be working on other forms of?wearable technology.

The test version of?Glass?looks like a clear pair of eyeglasses with a hefty slab along the right side. Since it began shipping to a couple thousand carefully selected early adopters who paid about $1,500 for the device, it has inspired a bit of ridicule - from a parody on "Saturday Night Live" to a popular blog poking fun at its users.

Other industry experts take a more serious tack, pointing out the potential for misuse because?Glass?can record video far less conspicuously than a handheld device.

Glass?also has won many fans. Google and some early users maintain that privacy fears are overblown. As with traditional video cameras, a tiny light blinks on to let people know when it is recording.

Several?Glass?wearers at the developers conference said they whip the device off in inappropriate situations, such as in gym locker rooms or work meetings.?Michael Evans, a Web developer from Washington, D.C., attending the Google conference, said he removed his?Glass?when he went to the movies, even though the device would be ill-suited for recording a feature-length film.

"I just figured I don't want to be the first guy kicked out of the movies," he said.

NO?GLASS?ALLOWED

A stamp-sized electronic screen mounted on the left side of a pair of eyeglass frames,?Glass?can record video, access email, provide turn-by-turn driving directions and retrieve info from the Web by connecting wirelessly to a user's cell phone.

Google Executive Chairman Eric Schmidt dismissed concerns about the brave new world of wearable computers during a talk at?Harvard University's Kennedy Schoolof Government in April.

"Criticisms are inevitably from people who are afraid of change or who have not figured out that there will be an adaptation of society to it," he said.

Schmidt acknowledged that there are certain places where?Glass?will not be appropriate but that he believed new rules of social etiquette will coalesce over time. Firstenberg said it will take time for all sides to get comfortable with the new technology.

"I don't think we should go into the conversation assuming that?Glass?is bad," he said.

Indeed, previous technology innovations such as?mobile phones?and wireless headsets that initially raised concerns are now subject to tacit rules of etiquette, such as not talking loudly on the bus and turning a ringer off in a meeting.

Still, some have decided to leave nothing to chance.

Casino operator Caesar's Entertainment recently announced that?Glass?is not permitted while gambling or when in showrooms, though guests can wear it in other areas. In March,?Seattle's Five Point Cafe?made headlines for becoming the first bar to ban?Glass. "Respect our customers privacy as we'd expect them to respect yours," says a statement on the caf?'s website.

The California?Highway Patrol?says there is no law that explicitly forbids a driver from wearing?Glass?while driving in the state. But according to Officer?Elon Steers, if a driver appears to be distracted as a result of the device, an officer can take enforcement action.

PRIVACY TRACK RECORD

Lawmakers are beginning to consider?Glass.

On Thursday, eight members of the?U.S. Congress?sent a letter to Google Chief Executive Larry Page, asking for details about how?Glass?handles various privacy issues, including whether it is capable of?facial recognition.

According to Google, there are no?facial recognition technologies?built into the device and it has no plans to do so "unless we have strong privacy protections in place."

During one of this week's conference sessions - an open discussion about?Glass?- members of the?Glass?team answered a question about privacy by noting that social implications and etiquette have been a big area of focus during the development of the product, which is still a test version.

Some of the?Glass-phobia may stem from Google's own track record on privacy. In 2010, Google revealed that its fleet of Street View cars, which criss-cross the globe taking panoramic photos for the Google Maps product, also had captured personal information such as emails and web pages that were transmitted over unencrypted home wireless networks.

"The fact that it's Google offering the service, as opposed to say Brookstone, raises privacy issues," said?Marc Rotenberg, the executive director of the?Electronic Privacy Information Center, a non-profit privacy advocacy group, citing Google's history and its scale in Internet advertising.

Rotenberg says his main concern centers on the stream of data collected by the devices - everything from audio and video to a user's location data - going to Google's data centers.

Ryan Calo, a?University of Washington?law professor who specializes in privacy and technology, said?Glass?is not very different from other technologies available today, whether it is a?smartphone?or "spy" pens that secretly record audio. But?Glass?is on people's faces, so it feels different.

"The face is a really intimate place and to have a piece of technology on it is unsettling," Calo said. "Much as a drone is unsettling because we have some ideas of war."

For all the hand-wringing, some early adopters are sold.

Ryan Warner, who recently graduated from college and who has developed a recipe app for?Glass?with Evans, said he was surprised by the reaction he got when he went to a bar.

"I was like, ?I don't know if I should have it on or not.' I was kind of in that phase," he said, "and the bouncer was like, ?Oh, my god, is that Google?Glass?' He was excited."

Landing gear issue leads to plane's belly landing

NEWARK, N.J (AP) ? An airline official says a US Airways flight with 34 people aboard was forced to make a belly landing at Newark International Airport after experiencing landing gear trouble. No injuries were reported.

US Airways spokesman Davien Anderson tells The Associated Press that a turboprop plane that left Philadelphia shortly before 11 p.m. Friday landed safely at Newark with its landing gear retracted at about 1 a.m. Saturday.

Anderson said the flight, being operated by Piedmont Airlines, was carrying 31 passengers and three crew members. He says the plane circled Newark in a holding pattern while working to get the gear down. After several failed attempts to get the gear down, the plane landed on its belly.

Anderson says the passengers were evacuated to the terminal by bus. He says US Airways is cooperating with the National Transportation Safety Board, which is investigating the incident.

Bullying is a real problem in our society.? Bullies often take advantage of those whom they perceive as weaker.? The?Columbine tragedy?brought the problem to a higher level of public awareness, but the problem persists. Kids with disabilities are often singled out by bullies.? This has become one of the hottest of hot button issues?in special education law.? Several laws could be implicated, but my focus here will be upon whether?bullying?can constitute a violation of IDEA.

In the next installments, I'll discuss a well-reasoned recent decision, but first some background on the legal foundations for this analysis:

(AP) ? A metro Atlanta woman who lost both hands, her left leg and right foot after contracting a flesh-eating disease was on her way back from Ohio Friday after being fitted with prosthetic hands.

Aimee Copeland, 25, is returning from Hilliard, Ohio, where she was fitted with a pair of "bionic" hands with 24 programmable functions that will improve her dexterity, her father, Andy, told the Associated Press.

Copeland, of Snellville, contracted a rare infection called necrotizing fasciitis in May 2012 after falling from a zip line and gashing her leg. She spent two months at the Shepherd Center, a rehabilitation clinic in Atlanta, learning to move, eat and bathe without prosthetics.

She spent part of the week at Touch Bionics being fitted for the prosthetic hands that her father says will be controlled by her muscle movements and arm positions.

"All four days she sent us videos of things she could do," Copeland said. "The second day she was moving water between cups. On the third day she was cutting a cucumber. On the fourth day she was doing more typical things, like applying makeup to her face and more personal things."

Copeland said the hands were given to Aimee in exchange for her serving as a Touch Bionics ambassador. He said Aimee is likely to begin looking for a prosthetic leg with a computer-controlled knee joint to allow for more natural movement than a mechanical one.

"I just really look forward to her regaining her confidence about certain things she's been unable to do," Copeland said, "Really I just want to see her enjoying life the way that she should."

Among other things, Copeland said, the prosthetic hands will help his daughter learn to prepare meals from scratch, which she enjoyed doing before the amputations.

House chairman sees IRS errors as part of pattern

WASHINGTON (AP) -- The Internal Revenue Service's improper use of tougher scrutiny of conservative groups seeking tax-exempt status seems part of a broader pattern of intimidation and cover-ups by the Obama administration, a top House Republican said Friday.

The accusation by House Ways and Means Committee Chairman Dave Camp, R-Mich., came as his panel held the first congressional hearing into the tax agency's improper targeting of tea party and other conservative groups. At a session that saw the IRS face harsh criticism from members of both parties, the just-ousted acting chief of the agency, Steven Miller, expressed regret for the heightened reviews.

"I want to apologize on behalf of the Internal Revenue Service for the mistakes that we made and the poor service we provided," Miller told the committee. "The affected organizations and the American public deserve better. Partisanship and even the perception of partisanship have no place at the Internal Revenue Service."

Miller conceded that "foolish mistakes were made" by IRS officials trying to handle a flood of applications for tax-exempt status. He said the process that resulted in conservatives being targeted, "while intolerable, was a mistake and not an act of partisanship."

Though Miller and another top IRS official are stepping down, Camp said that would not be enough.

"The reality is this is not a personnel problem. This is a problem of the IRS being too large, too powerful, too intrusive and too abusive of honest, hardworking taxpayers," Camp said.

Friday's hearing is the first of what are expected to be many on the subject by congressional panels. Underscoring the seriousness of the episode, Miller was sworn in as a witness, an unusual step for the Ways and Means panel and one that could put Miller in jeopardy if he is later shown to have misled lawmakers with his testimony.

Camp referred to a "culture of cover-ups and intimidation in this administration," but offered no other examples.

The administration has been forced on the defensive about last September's terrorist attack in Benghazi, Libya, that killed the U.S. ambassador and three other Americans, and the government's seizure of The Associated Press' telephone records as part of a leaks investigation.

Republicans are hoping to link the issues in an effort to raise questions about President Barack Obama's credibility and make it harder for him to press a second-term agenda.

Camp's remark about cover-ups drew a sharp retort from the committee's top Democrat, Rep. Sander Levin of Michigan. Levin said if the hearing became a preview of the 2014 political campaigns, "we'll be making a very, very serious mistake."

Even so, Levin also was harshly critical of the IRS's treatment of conservative groups, saying the agency "completely failed the American people." He said Lois Lerner, who heads the IRS division that makes decisions about tax-exempt groups, should be "relieved of her duties."

Miller said the IRS struggled to efficiently handle growing numbers of applications for tax-exempt status.

The agency has said between 2008 and 2012, the number of groups applying for tax-exempt status as so-called social welfare groups more than doubled. Along with that was an increase in complaints that such groups were largely engaging in electoral politics, which is not supposed to be their primary activity.

"I do not believe partisanship motivated the people" at the IRS who engaged in the harsher screening for conservative groups, Miller said.

In recent months, Republicans on the Ways and Means panel had repeatedly asked the IRS about complaints from conservative groups that their applications were being treated unfairly.

On Friday, numerous Republicans wanted to know why Miller and others never told them the groups were being targeted, even after May 2012, when the IRS has said Miller was briefed on the practice. Miller was previously a deputy commissioner whose portfolio included the unit that made decisions about tax-exempt status.

"I did not mislead Congress or the American people," Miller told Rep. Charles Boustany Jr., R-La., one of several Republicans who challenged him about why he hadn't mentioned the targeting in the past.

Also testifying Friday was J. Russell George, the Treasury Department's inspector general for tax administration.

In a report he issued this week, George said IRS officials reported they were not politically pressured to target conservative groups. Asked about that conclusion, George said Friday, "We have no evidence at this time to contradict that assertion," but in prepared testimony to the committee he said he is continuing to investigate that question.

George's report concluded that the IRS office in Cincinnati, which screened applications for the tax exemptions, improperly singled out tea party and other conservative groups for tougher treatment. The report says the practice began in March 2010 and lasted more than 18 months.

The report blamed "ineffective management" for letting IRS officials craft "inappropriate criteria" to review applications from tea party and other conservative groups, based on their names or political views. It found that the IRS took no action on many of the conservative groups' applications for tax-exempt status for long periods of time, hindering their fundraising for the 2010 and 2012 elections.

Republicans have spent the past few days trying to link the IRS' improper scrutiny of conservatives to Obama. The president has said he didn't know about the targeting until last Friday, when Lerner acknowledged at a legal conference that conservative groups had been singled out.

Many of the groups were applying for tax-exempt status as social welfare organizations, which are allowed to participate in campaign activity if that is not their primary activity. The IRS judges whether that imprecise standard is met.

Attorney General Eric Holder has said the FBI was investigating whether the IRS may have violated applicants' civil rights.

Obama has rejected the idea of naming a special prosecutor to investigate the episode, saying the investigations by Congress and the Justice Department were sufficient.

Obama has named Daniel Werfel, a top White House budget officer, to replace Miller.

Also Thursday, Joseph Grant, one of Miller's top deputies, announced plans to retire June 3, according to an internal IRS memo. Grant is commissioner of the agency's tax exempt and government entities division, which includes the agents that targeted tea party groups for additional scrutiny.

Grant joined the IRS in 2005 and took over as acting commissioner of the tax exempt and government entities division in December 2010. He was just named the permanent commissioner May 8.

When asked whether Grant was pressured to leave, IRS spokeswoman Michelle Eldridge said Grant had more than 31 years of federal service and it was his personal decision to leave.

(AP) ? Stern-looking soldiers clutching assault rifles wave down the beat-up Chevy Caprice entering this sprawling slum on the outskirts of Caracas.

Flashlights in his face, the driver steps out and places his hands on the roof while the soldiers frisk him for drugs and weapons.

He's clean, and a hand gesture from the commanding officer sends him off into the maze of ramshackle homes that is Petare, one of the most dangerous parts of Venezuela's notoriously crime-infested capital.

Since Monday, this scene is playing out day and night at dozens of military checkpoints set up here in the socialist government's latest attempt to control the oil-rich country's pandemic of violence.

Critics dismiss the "Secure Homeland" initiative as a political charade that risks degenerating into human rights abuses while having no lasting impact on crime. But to many residents, weary of being terrorized by armed gangs, seeing troops on the streets is a welcome projection of government power.

"You have to act forcefully so that people feel the force of the state," said 47-year-old Irving Garcia, an unemployed former Army reservist, who like many Caracas residents has firsthand experience of violent crime. Garcia said he was shot in the chest when he unknowingly walked into a restaurant robbery. The bullet shattered his sternum, he said, inviting a reporter to feel a piece of protruding bone through his shirt.

With some 15,000 killings a year, Venezuela's homicide rate is the fifth highest in the world, according to U.N. statistics. The murder rate doubled during the 14-year-rule of the late President Hugo Chavez as cheap access to guns and an ineffective justice system fed a culture of violence in slums like Petare, parts of which have become no-go zones for outsiders, including police.

Chavez banned gun sales, expanded a new national police force and stepped up policing and other programs in high-crime areas. Now, his hand-picked successor, Nicolas Maduro, is adding military muscle by deploying 3,000 troops on the streets. The initiative started in the Caracas area on Monday and will be expanded to the states of Zulia, Lara and Carabobo next week.

Human rights activists worry that sending soldiers trained for warfare on policing missions will only make things worse for the residents they are meant to protect.

"It's going to aggravate the situation, unfortunately, because the army isn't prepared to deal with issues of public safety," said Liliana Ortega, director of the COFAVIC human rights group. "We have various emblematic cases in which the use of the armed forces resulted in disproportional force."

She said they include the 1989 street riots known as the "Caracazo," when 300 people were killed, and a 1992 prison riot in Caracas in which 63 prisoners died.

The soldiers, who work together with the National Guard and national police force, have the power to make arrests but are supposed to hand over the detainees to civilian authorities. Any human rights abuses would be tried by civilian courts, according to the constitution.

In deeply divided Venezuela, there are also concerns over the initiative's political undertones. Maduro narrowly won an April 14 presidential election that the opposition claims he stole through fraud, voter intimidation and abuse of government powers. Some of the first military units were deployed in areas under the political control of the opposition.

Petare, for example, lies in Miranda state, which is governed by Henrique Capriles, Maduro's challenger in the presidential election. The mayor overseeing Petare also is from the opposition.

On Tuesday night, the military commander in charge of the troops in Petare, Gen. Antonio Benavides, led a motorcycle-borne unit roaring up deserted, winding streets, with a gaggle of journalists in tow. They stopped for a meeting with grass-roots Chavistas in the hilltop Bombilla neighborhood.

"How often does the mayor come here? How often does the governor come here?" Benavides asked the crowd of about 40 people. "Never," they replied, unanimously.

A Capriles poster on a staircase above the outdoor gathering indicated not everyone here supports the government.

David Smilde, a Venezuela expert at the University of Georgia, said that for Maduro, the security initiative was both "an effort to fight crime and an effort to maintain or recover support in places where it has been declining because of crime and violence, among other issues."

Though the idea of using military force against criminals resonates among Venezuelans, Smilde said, it would probably amount to little more than setting up road blocks and trying to project a presence on street corners. "But of course that just means that crime takes place a block away," he said.

Some in Petare said the success of the initiative would depend not only on the soldiers' ability to hunt down criminals and delinquents, but to win the trust of its law-abiding residents.

"What matters is how they are integrating with society, what they teach our young," said Carmen Apote, 47.

At one checkpoint, on a potholed street where stray dogs rummaged through foul-smelling litter from a daytime food market, irritated taxi drivers complained that the stop-and-search was bad for business.

"They make it hard for us," said Jorge Torres, 50. "We can't stop anywhere we want to and people don't know where we can pick them up."

He conceded the area was safer, for now, but predicted the military presence would be short lived. The government has said the soldiers will stay in the streets for a few months until regular law enforcement units can be boosted by new recruits.

"Once they leave, everything changes," Torres said.
